THIS IS A Sources Sought Notice ONLY. The U.S. Government has a requirement for a firm fixed price, Indefinite-Delivery/Indefinite Quantity (IDIQ) for paving/civil projects on a small business set-aside basis, provided 2 or more qualified small businesses respond to this sources sought notice with information sufficient to support a set-aside and is seeking interested sources that are capable of providing the services required. Be advised that the U.S. Government will not be able to set aside this requirement if 2 or more small businesses do not respond with information to support the set-aside. We encourage all small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), to identify their capabilities in meeting the requirement at a fair market price. The work will be performed at Fort Stewart (Hinesville) and Hunter Army Airfield (Savannah) Georgia. The contractor will be required to furnish all labor, supplies, materials, supervision, transportation, equipment in performance of all operations required in connection with IDIQ pavement contract. This notice is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Governmentwide Point of Entry. It is the responsibility of potential offerors to monitor the Governmentwide Point of Entry for additional information pertaining to this requirement. The anticipated NAICS code(s) is: 237310 Highway, Street, and Bridge Construction. The work includes, but is not necessarily restricted to the following items. 1. Proper, adequate and proficient supervision shall be provided by the contractor throughout all phases of work. 2. Unless otherwise approved, the Contractor shall be permitted to do the work between the hours of 7:30 a.m. to 4:00 p.m., Monday through Friday, exclusively. Prior to the contractor performing any work during hours other than those specified, the contractor shall submit a request to the COR for approval by the Contracting Officer. Requests shall be submitted no less than 24 hours prior to the time the contractor desires to work. 3. Repair and Overlay Pavement to include pothole repair, crack repair, widening existing roads, and installing slurry seal treatments. This work may contain requirements for milling of pavement. Additional requirements for constructing, raising or repairing manholes/inlets and valves. 4. Constructing or replacing headwalls, sidewalks, curbs and gutters. Additional requirements for Utility road crossing repairs to include demolition and construction. 5. Installing reflective paint and thermoplastic paint striping, arrows, handicap markings and letters as shown. Additional requirements for removal and installing street signs and pavement markings, including airfield pavement markings. All work shall follow the requirements of MUTCD. 6. Installation of concrete and corrugated metal pipe to include excavation, backfilling and compaction. 7. Construct new parking lots, roadway and related drainage structures. 8. Remove and install fencing. 9. Placement of new concrete to include slabs, sidewalks and related items. 10. Establish grass and erosion control on job sites. 11. Modify existing traffic light signal system and install new traffic light signal system at intersections. 12. Sanitary sewer structure and sewer line replacement. 13. Water line replacements. 14. Rubber and paint removal from airfield pavement. During the contract period, job scopings will be held to identify estimated line items quantities required to complete each specific job and individual task orders will be issued. The guaranteed contract minimum is $25,000 for the basic one year period only. The contract period will be for a base one year period with two (2) one year option periods. The Government reserves the right not to exercise the option year periods. This not a Request for Proposals, but instead a research method to determine interested sources prior to issuing the solicitation. The purpose of this Sources Sought Notice is to obtain an indication of interest of all businesses, determine any interest from the small business community, and obtain voluntary limited capability information of those interested sources. A determination by the Government on the method of competing this requirement has not been made. The Government will not award a contract based on this Sources Sought notice, the information received, nor reimburse participants for information they provide. Information provided is strictly voluntary. In response to this sources sought, please provide: 1. Name of the firm, point of contact, phone number, email address, Unique Entity Identification number, CAGE code, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code. 2. Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any. 3. Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination. 4. Bonding Capacity, both single and aggregate. 5. Identify how the Army can best structure these contract requirements to facilitate competition by and among small business concerns. 6. Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition. Include the subject of the acquisition, this announcement, and the MICC POC information from the sam.gov notice. Provide the specific aspects that unreasonably restrict competition and the rationale for such conclusion. 7. Recommendations to improve the approach/specifications/draft SOW to acquiring the identified items/services. The method of contractor selection has not been determined at this time.
