Payne Park Skate Park Shop Operations DESCRIPTION: The City of Sarasota Parks and Recreation Department is accepting proposals from interested and qualified individuals/companies to enter into a lease agreement for financial and operational responsibilities of the shop space at the City-owned Payne Park Skate Park, located at 2110 Adams Lane, Sarasota, FL 34327. The space is to be creatively activated for retail and non-motorized, wheeled recreational device (bicycles, skates, scooters, skateboards, etc.) repair/rental services. GOALS AND OBJECTIVES It is the intent and expectation of the City of Sarasota to continue to provide for its citizens an accessible, very well-maintained public park which includes a Skate Park, playground, leased Cafe, and other amenities. To enhance offerings at Payne Park, the City desires establishing a retail shop with repair services for non-motorized, wheeled recreational devices (bicycles, skates, scooters, skateboards, etc.) The City has identified the following critical goals and challenges to be addressed in proposals: A. Creativity for activating the indoor Skate Park facility space is encouraged B. Proposals must include repair services and basic parts for nonmotorized, wheeled recreational devices C. Chosen proposer shall have exclusive rights within Payne Park to sell, rent, and repair non-motorized, wheeled recreational devices D. Chosen proposer shall have exclusive rights within Payne Park to sell safety pads, helmets, and related equipment E. Chosen proposer may sell a variety of family-friendly merchandise, sundries, beverages, and prepackaged snack food F. Facility is being offered "As Is." Selected proposer will be wholly responsible for all repairs and renovations required to obtain proposer's vision G. Advanced approval from the City for all renovations is required H. All permanent renovations become property of the City and will not be removed without permission I. Chosen proposer will be responsible for all utilities, maintenance, upkeep, and operational needs for the facility J. Chosen proposer will be responsible for obtaining all required permits and licenses to operate legally in the State of Florida K. Chosen proposer will be responsible for maintaining sufficient insurance, naming the City as additionally insured, throughout the term of the lease L. All personnel and related costs be the responsibility of chosen proposer M. Oversite of the Skate Park operation is not required; however, it is expected that safety and security concerns will be addressed appropriately A ITN Guaranty for continuing/annual services will not be required unless stated in the specifications or special conditions. The Purchasing General Manager may require a letter of bond ability on continuing/annual services contracts. All bonds, cashier's checks, or letters of credit shall require the respondent to forfeit response security upon a refusal or failure to execute the contract within ten days of issuance of the notice of award of contract. If the contract is then awarded to the second ranked respondent, the bond or other form of security shall be applied to compensate the CITY for the difference in price between the lowest and second lowest price offered. Time Extension The CITY may extend this Contract up to one hundred eighty (180) days beyond the expiration date of the existing contract. The price in effect on the last day of the contract shall remain in effect for the contract extension period. Additional extensions shall be subject to agreement of both parties.
