Sources Sought Notice for Architect-Engineer (A-E) Services to Support the Department of Veterans Affairs (DVA) Roseburg Campus, Oregon, Seattle District (NWS), U.S. Army Corps of Engineers (USACE) Sources Sought Synopsis I. SYNOPSIS: a. This is a Sources Sought Synopsis announcement for information only, to be used for market research and preliminary planning purposes. No proposals are being requested or accepted with this synopsis. This is not a solicitation or a request for proposal (RFP) and no contract shall be awarded from this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. b. The purpose of this synopsis is to gain knowledge of interest, capabilities, and qualifications of interested U.S. Architect-Engineering (A-E) firms who have demonstrated capabilities in meeting the project description listed below, and to address any questions, recommendations, or concerns from Industry. Responses to this Sources Sought Synopsis will be used by the Government to make appropriate acquisition planning decisions. The proposed work will be performed under the following North American Industry Classification (NAICS) code: 541330 for Engineering Services. The associated small business size standard is $16.5M in average annual receipts. For more information concerning NAICS and SBA size standards, go to https://www.sba.gov. c. The U.S. Army Corps of Engineers (USACE), Seattle District (NWS) anticipates soliciting and awarding one (1) Indefinite Delivery Indefinite Quantity (IDIQ) contract under PL 92-582 (the Brooks Act) and FAR Part 36 procurement procedures. Both large and small business A-E firms are encouraged to respond to this Sources Sought announcement. d. Firms will be selected for negotiations based on demonstrated competence and qualifications for the required work. e. The anticipated IDIQ will consist of a five (5) year period with the potential for additional option years. In accordance with DFARS 236.204 the estimated construction cost range for this design effort is anticipated to be in the range of $250,000,000-$500,000,000. f. Description of A-E Services: The anticipated IDIQ A-E contract will satisfy design requirements in support of the DVA Roseburg Campus in Oregon. The work anticipated to be acquired under the IDIQ contract is expected to include award of task orders for A-E services relating to designs to construct a new hospital, designs to address and correct seismic deficiencies in extremely high risk buildings, renovate portions of existing buildings for efficiencies, demolishing of approximately nine (9) existing failing facilities, and improvements of all associated site infrastructure and utilities to support new and renovated facilities for the DVA at Roseburg. Several buildings are both historic and medical. Interested firms are expected to be able to provide all necessary disciplines and/or specialties (either in-house or through partners/sub-consultants) to support USACE missions. A-E services may be required from the following disciplines (with professional registration where applicable) including but not limited to: (1) Project Manager; (2) Architect; (3) Civil Engineer; (4) Mechanical Engineer; (5) Electrical Engineer; (6) Structural Engineer; (7) Fire Protection Engineer; (8) Interior Designer; (9) Communications Specialist; (10) Geotechnical Engineer; (11) Environmental Engineer; (12) Surveyor; (13) Landscape Architect; (14) Medical Campus Master Planner; (15) Medical Equipment Planner; (16) Cost Estimators. Required services include but are not limited to: full design documents, preparation of technical design-build solicitations, drawings, specifications, commissioning efforts, cost estimates, topographical and geotechnical surveys, LEED and Energy studies and applications, application of ATFP requirements, master planning, medical equipment planning, hazardous materials testing and abatement/remediation planning, and other general AE services for multi-disciplined construction projects in support of the DVA at Roseburg, Oregon. The firm may also be required to provide construction phase services, preparation of operation and maintenance manuals, shop drawing review, and commissioning/start-up/fit-up design support. II. REQUIREMENT: a. Responses to this Sources Sought shall be limited to 5-pages and shall include the following information: 1. Interested Firm's name, address, point of contact, phone number, and email address. 2. Interested Firm's business classification (i.e., small business (SB), small-disadvantaged business (SDB), woman-owned small business (WOSB), historically underutilized business zone (HUBZone), veteran owned small business (VOSB), service-disabled veteran owned small business (SDVOSB), 8(a) Program, or other than small business (Large)). 3. A brief description of the interested firm's capability to perform a requirement of similar magnitude and complexity to the work described above. Brief description shall demonstrate the interested firm's ability to provide a team of qualified and experienced A-E personnel to perform the work for projects on existing medical campuses; manage disciplines; as well as capacity to execute multiple large task orders (in excess of $1,000,000 in design fees) simultaneously. Identifying any previous or current IDIQ contracts involving similar work/magnitude is encouraged. 4. Demonstrated experience on previous projects of similar scope and complexity. Project experience description should include contract number and/or project title, location, and general description of the A-E Services to demonstrate relevance to design projects supporting the DVA. Description should also include the interested firms' role in the project, and dollar value of contract (design fee and construction costs). Indicate whether the firm was Prime, Subcontractor, Joint Venture, or other and list services your firm contributed to the project. Include a quantifiable amount (percentage) of the project your company contributed to the overall scope of work. Provide at least three (3) examples. b. Offerors shall NOT submit an SF330 in response to this Sources Sought announcement. c. Submission of interest is not a prerequisite to any potential future offerings, but participation will assist NWS in identifying sources with required capabilities. If a solicitation is released, it will be synopsized on SAM.gov ONLY. d. Interested offerors shall respond to this Sources Sought no later than 1500 hours, Pacific Standard Time, on 12 September 2022.
