The owner states that the project is anticipated to go out for contractor bidding in the fall of 2024 and construction is anticipated to begin in the winter of 2024. The scope of services outlined below is intended as a general guide and should not be considered a complete list of all work necessary to complete the project. The firm may provide recommendations or suggest a modified scope as part of their proposal. Community Engagement: Formulate and conduct multiple community outreach campaigns to effectively engage residents and community stakeholders to enlist ideas, feedback, needs, wants, and interests to support and influence recommendations as related to this project. Concept Development: Preparation of a conceptual plan that provides for a mixed-use public skate park focused on skateboarding, but allows for multi uses, and fosters a sense of community and quality street-skating environment. One that is environmentally sustainable, with an engaging and aesthetically pleasing design, and a cohesive sense of space. o Identify features to mimic natural street-skating and skatepark environments, including ledges, pads, banks, rails, stair-sets, and other natural transitions as guided by the City and the community. o Prepare conceptual skate park designs to incorporate various features, as guided by the City and the community. Engineering Design: Provide complete design services including; o Prepare final plans and specifications, including environmental documents and engineering estimate. Construction Support: o Prepare contract documents for bidding, provide construction support during the bidding process and construction phase of work, as necessary to complete the project. The proposed Project must meet the safety and standards for the latest skatepark design principles for skateboarders, scooters, and BMX riders to develop their skills. The design shall be naturally integrated with the surrounding environment and feature a mix of street and transitional-style terrain, with elements designed for all age groups and ability levels. The design of the Project should draw and engage local users to the skatepark and will challenge both beginners and experienced users. Documents must be uploaded in PDF format. It is the Proponent's responsibility to ensure their proposal documents are properly uploaded onto the City's online bid management system. Proposals that are missing pages, cannot be opened, etc. may be considered unresponsive. Hard copies submitted to the City, in lieu of an electronic copies uploaded onto the system, will not be accepted as a viable proposal. It is the Proponent's sole responsibility to contact the City's online bid management provider to resolve any technical issues related to electronic bidding, including (but not limited to) registering as a vendor, updating passwords, updating profiles, uploading/downloading documents, submitting an electronic bid/proposal, etc. It is the policy of the City to promote employment and business opportunities for local residents and firms on all agreements and give preference to local residents, workers, businesses, vendors, contractors, and consultants to the extent consistent with the law and interest of the public. The City of Temecula Local Vendor Preference is applicable to this solicitation pursuant to Chapter 3.28 of the Temecula Municipal Code. A five percent (5%) preference will be given to Local Vendors in the determination for award of this agreement. Qualified vendors, contractors, or consultants (Vendors) that desire consideration as a City of Temecula Local Vendor under this solicitation must complete the Statement of Local Vendor Certification (Exhibit A) and submit it as part of their solicitation response. Late submittals of the Statement of Local Vendor Certification will not be considered. Submission of this statement will qualify the Vendor for treatment as a Local Vendor for purposes of this solicitation only. The statement made under this solicitation shall not qualify the Vendor as a Local Vendor under any other solicitation.
