Site work and paving for a mixed-use development in Fall River, Massachusetts. Working plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

As of September 21, 2022, bids were canceled. No definite date for the rebid. Sealed bids are hereby solicited for the 2022 CDA Ridge Street Contract, City of Fall River, Massachusetts in accordance with specifications. Ridge Street is approximately 565 feet in total length and involves the following major items of reconstruction: roadway pavement reclamation, grading and HMA paving, concrete sidewalk construction, removing and resetting granite curb, and replacement of castings. Each bidder must submit with their bid a bid deposit equal to five percent (5%) of the amount of bid. The bid deposit may be in the form of a certified check, bank treasurers of cashier's check, or a bid bond from a responsible surety company licensed to do business in the state of Massachusetts. The City of Fall River has established a policy to extend contract opportunities to Minority/Women Businesses. MBE/WBE Businesses are encouraged to participate. Accordingly, this project contains a 5% goal and applicable compliance forms must be submitted with each bid. A Federal Wage Set and a State Wage Set are included in this bid package. All Contractors and Subcontractors on this project are required to pay their workers the higher of the State or Federal Wage Rate for EACH employee for EACH wage classification on the job throughout the project and submit certified payroll records to FRCDA verifying this. This project is being fully funded through the Fall River Community Development Agency, which is responsible for the administration of the US Department of Housing and Urban Development (HUD) Community Development Block Grant Program. Attention is called to particular CDA requirements as outlined within the specifications. This project is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968 (12 U.S.C. 1701u) and the Section 3 Final Rule codified at 24 CFR Part 75. Contractors and Subcontractors are required to report on the Section 3 status of their business, workers, and subcontractors before and during construction per the requirements in this bid package. Each prospective bidder proposing to bid on the work included in this Notice to Bidders must be prequalified in accordance with 720 CMR 5.00, "Prequalification of Contractors" by the Massachusetts Department of Transportation, Highway Division (MassDOT Highway Division) with the class of work as Highway Construction for the project with an estimated value of $250,000 will be required. In accordance with the requirements of M.G.L. c. 30, sec. 38A, this contract contains MassDOT Highway Division price adjustments for diesel fuel, gasoline, liquid asphalt, portland cement concrete, structural steel and reinforcing steel. All calculations shall be according to MassDOT special provisions and procedures. The period price posted on the MassDOT website for the month of July 2022 of $800.00/ton for liquid asphalt, $4.189/gallon for diesel, $3.634/gallon for gasoline, and $182.35/ton for portland cement and for the month of February 2022 of $475.6/ton for structural/reinforcing steel are the base prices for this contract. The successful bidders will also be required to comply with the provisions of Chapter 306 of the Acts of 2004 in regard to required OSHA approved safety & health training. The City of Fall River reserves the right to accept or reject any Bids when doing so is deemed to be in the best interest of the City of Fall River. The Director of Community Maintenance intends to award the contract on behalf of the City of Fall River no later than thirty (30) working days after the date of the bid opening.
