Site work, renovation and addition to an educational facility in North Andover, Massachusetts. Design plans call for the addition of a educational facility; for the renovation of a educational facility; and for site work for a educational facility.

This project is included in the Facilities Master Plan II of North Andover. As of July 12, 2023, the project has been approved. An architect has been selected for the project. A firm timeline for construction has not been established; however, funding is allotted to fiscal year 2024. The closed solicitation has been included below for reference. A detailed scope has not been released. The Owners Project Manager shall assist the Town in the preparation and execution of the Owner-Contractor Agreement and shall obtain from the Contractor performance and payment bonds, insurance certificates, and all other documents and certificates required for contract execution. Question Deadline 09/07/2022 at 4:30 PM ET Questions concerning this RFQ must be submitted in writing to: Laurie Burzlaff, Assistant Town Manager/Director of Operations, North Andover Town Hall, 120 Main Street, 2 nd Floor, North Andover, MA 01845, or they may be emailed to lburzlaff@northandoverma.gov. Written responses will be posted electronically. The Owners Project Manager (OPM) shall work with the School Building Committee to provide advice and consultant services with respect to design, value engineering, scope of work, cost estimating, general contractor and subcontractor pre-qualification/guidance pursuant to section 44D or 44D when applicable, project construction and contract close out services. The OPM will be responsible for, but not limited, to providing the following services: a) Gather information required to become familiar with the project and the various parties that must be communicated with during the design process. b) Meet with Town, School Building Committee, architect/designer, and other interested stakeholders as necessary. c) Oversee the architect/designers work as it relates to quality of design, efficiency of design, and cost effectiveness. Review architects invoices for services rendered and make recommendations for payment. d) Monitor and control the overall project budget, make recommendations to the Town Manager and School Building Committee concerning potential increases or decreases to the budget. e) Review and critique the architect/designers cost estimates. f) Review the plans and specifications for cost, constructability issues, missing items, coordination, and compliance with the requirements of MGL c149,44A-44L and all other applicable laws and regulations. g) Representing the Town and School Building Committee, provide oversight of the project ensuring compliance with specifications and design; attend project meetings. h) Maintain a complete project file. i) Assist Town and School Building Committee in project close-out ensuring all documentation, as-built plans, etc. have been properly submitted. j) Prepare draft DCAMM evaluations of architect, contractor and all filed sub-bidders. Applicants must also execute and include in the sealed submission the Certificate of Vote, Certificate of Non-Collusion, and the Certificate of Tax Compliance. The Town of North Andover, through the Town Manager, is the awarding authority and reserves the right to reject any and all proposals or parts of proposals; to waive any defects, information, and minor irregularities; to accept exceptions to these specifications; and to award contracts or to cancel this Request for Qualifications if it is in the Town of North Andovers best interest to do so. The method of contractor selection has not been determined at this time.
