Site work for a water / sewer project in Bellingham, Washington. Design plans call for site work for a water / sewer project.

As of September 18, 2024, a design firm has been selected. A timeline for construction has not yet been established. *Previous solicitation listed below for reference:* The Port of Bellingham (the Port) is soliciting responses from qualified and experienced engineering and environmental consulting firms to this Request for Professional Services (RFPS) to assist the Port with development of a Bellingham waterfront stormwater master plan, including stormwater that currently drains or is pumped to the Aerated Stabilization Basin (ASB). Work includes field data collection, planning, design, permitting, and development of bid documents for a formal public works project or projects. Future work may include public works bid support, construction administration, construction management, and post-construction monitoring and reporting. The approximate project areas are shown on Attachment 1 and include areas within three cleanup sites listed by the Washington State Department of Ecology (Ecology) as requiring remediation under Washington State's Model Toxics Control Act (MTCA). These cleanup sites are Central Waterfront, Georgia Pacific West, and Whatcom Waterway. Most of the stormwater in these areas is currently managed under the Port's National Pollutant Discharge Elimination System (NPDES) Waste Discharge Permit No. WA0001091. A majority of the existing stormwater infrastructure is aged and purposed for the former Georgia Pacific pulp and tissue mill operations. It is anticipated that the ASB will be repurposed in early to mid-2025 as part of the Whatcom Waterway Phase 2 cleanup project where approximately 17-acres of upland will be created within the ASB as shown on Attachment 1. The Port is conducting the Site cleanups with Ecology oversight in accordance with either an Agreed Order or Consent Decree. The stormwater master plan will require coordination with these cleanup Sites, specifically the planning and management of underground infrastructure installation and construction. The stormwater master plan will necessitate: civil, geotechnical, environmental, and stormwater engineering components to integrate with current and planned land uses and will require design considerations involving the existing industrial waste water and stormwater system. Additional consulting disciplines such as structural, survey, electrical and mechanical engineering, planning, transportation engineering and others may be added as necessary. This project will include planning and design-level work on the following topics: public and private facilities, outfall permitting, access and utility corridors, policies and processes, regulatory compliance, permitting requirements, capital improvement planning and estimating, utility financing, operation/maintenance, and staffing and resource considerations. The selected respondent team should plan on completing the following tasks: Project management including, but not limited to, meetings, coordination, invoicing, file management, and potential grant cost projections and management Regulatory and stakeholder coordination including preparation for and participating in meetings Coordination with the Port on land use, tenants, development projects, and cleanup projects Development of a stormwater master plan with a focus on stormwater facilities that drain or are pumped to the ASB Develop other planning level documents and permitting Develop bid documents covering multiple aspects of the stormwater facility and utility construction, which may be phased The Port expects to extend this contract for multiple years subject to the satisfactory performance of the work completed by the selected respondent team, future budget appropriations, and Commission approval. The scope may be amended to include work such as construction management and oversight as part of future implementation of the stormwater master plan. 1. Describe the team's engineering and other professional consulting qualifications and relevant project experience over the last 10 years (25 points possible) Demonstrate relevant engineering design, permitting, construction management, and project experience in stormwater management projects similar to this site. Demonstrate relevant civil, geotechnical, and stormwater engineering experience focused on integration of current and planned land use. Capacity to identify and provide all technical disciplines necessary for the project. 2. Stormwater engineering and design expertise and experience and regulatory expertise for similar projects over the last 10 years (25 points possible) Demonstrate relevant expertise and experience in stormwater planning, engineering and design, demonstrating experience/involvement with Ecology and/or permittees, land-use regulations, and cleanup project coordination. Experience with integrated and coordinated stormwater planning and project development including industrial-use, mixed-use and residential projects. Successful development and implementation of strategic regulatory support. 3. Description of approach (30 points possible) Proposed project team and responsibilities Demonstrate relevant management experience in managing project teams, clients, Port procedures, and regulatory agencies. Narrative describing approach to the project including project elements and tasks. 4. Demonstrated capability to perform required services (20 points possible) Key assigned personnel, including professional background and availability Project manager's specific experience managing similar projects Recent project work, including scope of work, and contact for reference.
