Purpose and Project Description The Greensboro ABC Board (the "Board") seeks one or more qualified architectural firm(s) with which to contract for on-call architectural services in connection with the renovation, design, and construction of various retail locations operated by the Board. The contract term for such services is expected to be three (3) years from the date of execution. The Board expects to utilize the selected qualified firm(s) to provide services at multiple locations throughout Guilford County and the City of Greensboro September 2, 2022: Deadline for Written Questions o September 30, 2022: Selection of Firm(s) o October 30, 2022: Contract Executed (anticipated) Scope of Work The Board may select multiple firms to provide architectural services including building design, drafting, project management, contract administration, and other services both overall and related to new building design and construction and existing building renovation and remodeling. Selected firm(s) will be assigned to projects based upon the required scope of service and the firm's ability to provide those services. Firm(s) must have the financial ability to undertake the work and assume the liability. The selected firm(s) will be required to furnish proof of Professional Liability insurance coverage in the minimum amount of $2,000,000.00. Firm(s) must have an adequate accounting system to identify costs chargeable to a project. Firm(s) must be adequately licensed and have the ability to transact business in the state of North Carolina. The scope of work for the selected firm(s) will generally include, but will not be limited to, the following: o Conceptual planning, designing, drawing, and preparing estimates for new retail construction; o Conceptual planning, designing, drawing, and preparing estimates for remodeling and/or renovating existing retail locations; o Providing cost estimates for each project and refining cost estimates during design phase(s) to confirm adherence to budget; o Preparation of preliminary site and building layout plans; o Preparation of construction documents including bid documents; o Obtaining appropriate permits and approvals for construction; o Assisting with the selection of construction manager and general contractors for projects; o Conducting pre-construction conferences; o Providing regular construction inspection; o Conducting monthly on-site progress meetings for ongoing projects; o Reviewing, evaluating, and making recommendations on change orders; o Reviewing and approving pay requests from contractors; o Construction management, inspection, oversight, and other construction phase services; o Program management; and o Contract administration similar to those requirements of the Architect in an AIA agreement including processing, approving, and tracking applications for payment and other payment related items for project contractors. It is anticipated that the selected Firm(s) will enter into Master Services Agreement ("MSA") and that specific projects will be issued to the Firm(s) via a separate statement of work issued pursuant to the MSA. Specifics related to any project will be determined during the negotiation process for the statement of work related to the project. Successful firm(s) will perform the work under the direct supervision of an architect who is fully licensed and registered with the North Carolina Board of Architecture and Registered Interior Designers who is in good ethical and professional standing. Any firm wishing to be considered must be properly registered with the North Carolina Board of Architecture and Registered Interior Designers. Minority and Women Business Enterprises (MWBE) The Board prohibits discrimination in any manner against any person based on actual or perceived age, race, color, creed, national origin, sex, mental or physical disability, sexual orientation, gender identity or expression, familial or marital status, religion, economic status, or veteran status. The Board maintains an affirmative policy of fostering, promoting, and conducting business with women and minority owned business enterprises and encourages proposals from small, minority, and women-owned business. Format of RFQ All RFQ responses are limited to ten (10) pages exclusive of cover sheet, and shall be typed, using 8 1/2 " x 11" sheets,single-spaced,single-sided with font of 12-point Times New Roman. In addition, up to five (5) single page resumes for key staff that will be assigned to this effort may be included in an append The response should include a description of how the firm will approach undertaking individual projects. It should include: o Descriptions of the firm and the team; o A detailed statement of qualifications; o Brief descriptions of at least three (3) previous projects performed within the last five (5) years involving retail construction, remodeling and/or renovation in similar scope and complexity. The cover letter should be addressed to Niegel Sullivan, General Manager of the Greensboro ABC Board. It should be limited to one (1) page and should include the contact information for a designated contact person for this project, including that person's address, telephone number, and email address. All materials and documents submitted in response to this RFQ become the property of the Board and will not be returned. All submittals will be subject to public disclosure, after the RFQ submission deadline, consistent with applicable laws and regulations. Communications and Questions Requests for clarification and questions to this RFQ must be received by the Board no later than the date set out in the RFQ Timeline above, for the submittal of written inquiries. Failure to request clarification or submit questions by the date in the RFQ Timeline above shall be considered to be the firm's acceptance of the Board's terms and conditions and requirements as set out in this RFQ. The Board shall issue addenda reflecting answers and questions to this RFQ, if any, and shall post any such addenda to the North Carolina Interactive Purchasing System (IPS) website and the Greensboro ABC Board's website. Interested firms should periodically check the IPS for any addenda. It is the applying firms' responsibility to ensure that all addenda have been reviewed. No questions should be submitted to the Board or any of its agents or representatives about the RFQ orally or telephonically. No information, instruction, or advice provided orally or finally by any Board personnel, whether made in response to a question or otherwise in connection with this RFQ shall be considered authoritative or binding; only written material contained in an Addendum to this RFQ may be considered.
