Site work for a water / sewer project in Tampa, Florida. Completed plans call for site work for a water / sewer project.
The scope of work for this Project includes progressive design-build services to design, permit, construct, provide testing, commission and turnover of a drainage and water quality improvement, designed to alleviate historic flooding and provide additional water quality benefits to the Progress Village Community, focusing on the area between Ash Avenue and Zinna Drive, just west of the intersection between S. Falkenburg Road and Progress Boulevard in Hillsborough County. The Project will be delivered in two (2) phases: Phase 1 - up to, but not limited to 100% design if necessary and permitting. It is anticipated the duration for the design and permitting in Phase 1 will be approximately 12 months Phase 2 - Development of Guaranteed Maximum Price (GMP) and Final Design (including signed and sealed plans ready for construction), construction permitting, construction, testing, and turning over for maintenance Phase 1 Phase 1 services shall include, but are not limited to, design and permitting of Alternative No. 3 in the Progress Boulevard Regional Ponds Project Development and Environment Study (PD&E) Report completed in 2021, a copy of which is incorporated herein as Attachment C. This Alternative defines the minimum design criteria for the Project featuring the following aspects: replacing the existing 42-in RCP crossing Progress Blvd. with a 60-in RCP; installation of a new 60-in pipe in the existing ditch parallel to S. 82nd Street adjacent to existing twin elliptical pipes; construction of a new 2.7-acre stormwater pond south of Endive Ave and proposed access drive east of 82nd Street; regrading North Archie Creek to increase the existing channel width by 5 feet between the proposed discharge into the creek and S. 78th Street and excavation of a 9.7-acre flood storage area and proposed access road south of North Archie Creek. Permitting for this Project may include but not limited to, permits from the following agencies, Environmental Protection Commission of Hillsborough County (EPC), FDEP Environmental Resource Permit (ERP), USCOE dredge and fill, FDEP Construction of Water Main Extensions, FDOT Right-ofWay, Hillsborough County Right-of-Way, FDOT MOT, Fish and Wildlife endangered species, wetland determination. The Progressive Design-Builder will provide collaborative design workshops with the County at 30%, 60% and 90% design milestones for all work packages. The Progressive Design-Builder will provide a rough order of magnitude cost estimate of the Project within 30 days of the initial notice to proceed. The Progressive Design-Builder will provide 30% and 60% cost estimates for each work package. The Progressive Design-Builder will provide constructability reviews and provide value engineering (VE) at 30% and 60% design milestones for each work package. The Progressive Design-Builder will provide pricing for VE items and reconcile the cost estimates for accepted VE items at 30% and 60%. Upon resolving all 100% design review comments, the selected Progressive Design-Builder shall develop a Guaranteed Maximum Price (GMP). The County intends the GMP to be "open book," and will require the Progressive Design-Builder to be transparent with bids and quotes used for the cost of work, general requirements, general conditions, and design cost. The Progressive Design-Builder will provide detailed general conditions and backup information for cost of work, preconstruction services by the contractor, engineering services, bonds, insurance, and the design-build fee. The Progressive Design-Builder will be required to provide a summary that separates general condition, bonds, insurance, fee and contingency from the cost of work and show as separate line items in the GMP. The County may take advantage of Florida's Owner Direct Purchase Program for long lead items, equipment and materials required for the Project to benefit from the County's sales tax exemption status. The County will coordinate this effort with the Progressive Design-Builder upon award. Phase 2 Phase 2 services include, but are not limited to, all work necessary to construct and install the following: replacing the existing 42-in RCP crossing Progress Blvd. with a 60-in RCP; installation of a new 60-in pipe in the existing ditch parallel to S. 82nd Street adjacent to existing twin elliptical pipes, construction of a new 2.7-acre stormwater pond south of Endive Ave and proposed access drive east of 82nd Street; regrading North Archie Creek to increase the existing channel width by 5 feet between the proposed discharge into the creek and S 78th Street and excavation of a 9.7-acre flood storage area and proposed access road south of North Archie Creek. The work will be installed in public right-of-way, permanent utility easements or on County owned parcels. All construction and installation will include, but not limited to excavation, installation, fill, compaction and final pipe alignment grading and surface restoration. The Progressive Design-Builder will be required to provide any needed paving and roadway repair, curb and gutter repair and replacement, utility relocates, utility conflicts, landscaping, fencing and other restoration services. The Progressive Design-Builder will be required to meet County and FDOT MOT requirements to maintain flow of traffic and ensure a safe working environment. Inquires shall be submitted no less than ten (10) days before the proposal close date. The Project budget for the PVRDI Project is $9M.
