The City of Arcata is seeking a qualified consulting firm to provide engineering services for Phase One and Phase Two of the Wastewater Treatment Facility Levee Expansion Project. The City has been awarded a Hazard Mitigation Grant Program grant, administered by the California Office of Emergency Services (Cal OES), for completing Phase One of the Wastewater Treatment Facility Levee Expansion Project. Phase One of the Project will involve preliminary engineering design plans (sufficient to complete NEPA/CEQA), preliminary geotechnical investigations, and environmental review sufficient for the Federal Emergency Management Agency to complete the National Environmental Protection Act (NEPA) process, and to inform the California Environmental Quality Act (CEQA) document. Grant administration and reporting assistance are also within the scope of services sought through this RFQ. Phase Two of the Project will include finalizing the design, finalized geotechnical investigation, environmental permitting, and construction management of the project. However, the contract for Phase Two will not be awarded until the City has received an award notification of Phase Two work from Cal OES.
