qualification statements from interested firms to assist the District with engineering and project implementation services for project(s) relating to the American Rescue Plan Act (ARPA). The proposed type of projects anticipated by the District are as defined as eligible projects in ARPA SCOPE OF SERVICES. The scope of services included preliminary analysis of the District's needs, preliminary engineering design, final engineering design, construction observation and project implementation in compliance with requirements of ARPA. It is the intent of the District to invest in water and sewer infrastructure. The services to be provided will include, but are not limited to the following: 1. Assistance to the District with preliminary project identification. 2. Topographic surveys. 3. Preliminary and final engineering design of identified projects. 4. Assisting with the construction bid package in conformance with applicable federal requirements, supervising bid advertising, bid tabulation, and award process, including preparing the advertisements for bid solicitation, conducting the bid opening, and issuing the notice to proceed. 5. Conduct any, if necessary, preconstruction conferences. 6. Construction administration. 7. On-site observation of construction and preparing observation reports at the request of the District. 8. Reviewing and approving Contractor requests for payment and submitting approved requests submitted to the District. 9. Conduct and/or oversee any final inspections and testing. 10. Provide review and oversight to ensure compliance with federal regulations. REQUEST FOR QUALIFICATION STATEMENTS The following information shall be included in the title "Request for Qualification Statements for Engineering Services for AMERICAN RESCUE PLAN ACT. 1. Name of Respondent 2. Contents of RFQ Respondent to include the following information: 1.Transmittal Letter * A confirmation that Respondent meets the appropriate Mississippi licensing requirements. * Any other information the Respondent deems appropriate. * Signature of the individual who is authorized to provide information of this nature in the name of the Respondent. 2. Background and Experience * Legal name of firm and /or individual submitting. * Short history of Respondent A list of completed similar federally funded projects. * A list of written references from previous clients attesting to the quality of work. * Description of the firm/individual' s workload and capacity to accomplish the work in the required timeframe. * Information pertaining to the firm/individual's professional errors and omissions coverage carried. 3. Specialized Knowledge * Respondent should describe their knowledge and experience with federally funded projects and federal requirements for grant program. 4. Personal/Professional Quali fication * Identify staff members and job classi fication on employees who would be assigned to act for the Respondent in key management and field position required by the scope of services. * Include resumes and curriculum vitae of each staff member identi fied above. Provide detailed descriptions of each staff member 's experience in federal grant funding. SELECTION CRITERIA The District shall evaluate each Respondent. Respondents will be evaluated on the basis of the written materials submitted and according to the following factors: Experience of the firm/individual with this particular type of construction Max 50 points Experience of the firm/individual with other types of federally funded construction projects Max 25 points' Current capacity to accomplish the work Max 25 points.
