PURPOSE The New Kent County Department of Parks and Recreation is soliciting bids from qualified firms for Walking Trail Improvements at Pine Fork Park. It is the intent of the IFB to determine the lowest responsive and responsible bidder for these services. SCOPE-OF-WORK The scope-of-work includes all time, incidental materials, labor, equipment, tools, licenses, certifications, permits, engineering, inspections, etc. to provide & install approximately 8,448 linear feet of asphalt to the existing trail system, to the specifications provided below. 1. Shall install/ ensure sub base of VDOT 21B stone at four (4) inches depth on top of compacted subgrade 2. Compact 21B to 95% 3. Shall place two (2) inch layer of SM-9.5A asphalt on top of stone 4. 6' width, with a 2% maximum cross slope 5. All areas must drain correctly and not puddle to be considered complete. Dimensions: Approximately 8,448 linear feet 6 foot wide All work, regardless of location, shall be made in accordance with the following standards & regulations, where applicable: - New Kent County Department of Parks and Recreation (NKDPR) Design Standards - Occupational Safety & Health Administration (OSHA) standards - U.S. Department of Transportation (DOT) - Virginia Department of Environmental Quality (DEQ) and Department of Health (VDH) Regulations - U.S. Environmental Protection Agency (EPA) - Virginia Uniform State-wide Building Code (USCB). QUALIFICATIONS The successful bidder must be a Virginia DPOR-certified Class A contractor with a minimum 10 years experience with projects of similar scope, value & complexity. SEALED BID PACKAGES NKPR has elected to use a sealed bid process. Additionally, sealed Bid Packages requirements are as follows: All bid documents shall be submitted in duplicate. Shall be prepared using the Bid Summary Form, as provided in Attachment A. Shall include a completed Vendor Data Sheet, as provided in Attachment B. Shall include a copy of a Commonwealth of Virginia Class A Contractor's License Shall include detailed photographs or engineered/architectural drawings highlighting the specified construction & design details. Shall include a sample certificate of insurance, listing the coverages required in Appendix A. Shall state a price that is inclusive of all costs associated with the specified scopeof-work. Shall be signed by an authorized representative of the submitting firm. Shall include the signed Affidavit of Non-Collusion (Attachment C). PRE-BID INSPECTION The site location will be available for pre-bid inspection during normal office hours (8:00 am- 4:00 pm) until Monday September 5, 2022, by contacting NKDPR. AVAILABILITY OF FUNDS Available funds are defined as those funds designated for the project in the County's FY23 Capital Improvement Projects, less any funds necessary to bring the project to a bid. Funds are currently available and have been appropriated for this project. PAYMENT Progress payments on invoices received for services rendered will be made net 30 days upon receipt of the firm's invoice. Invoicing and payment shall be in strict accordance with the costs outlined on the Bid Summary Form. Payment will only be made for goods & services received during the invoicing period. CONTRACT CHANGES Proposed changes to the contract terms shall be submitted to NKDPR in writing. There shall be no deviation from the contract schedule, services provided, contract costs or payment schedule, without prior written authorization from NKDPR.
