Site work for a civil project in Lancaster, Pennsylvania. Completed plans call for site work for a water / sewer project.

The City of Lancaster is seeking to retain a qualified commercial fencing Contractor to perform the Project. The work is generally described as installation of eight (8') foot galvanized steel chain link fencing with maximum posts OC 36" minimum depth post holes with 2" concrete above and with a razor wire on top. Combined total fencing for all locations is approximately 3,270 LF. Each location requires a man gate and a sixteen (16') foot wide security gate with outdoor maglock mechanism. All required excavation, restoration and traffic control is the responsibility of the Contractor. A Project map and list of locations for the work is set forth in the introduction and project description. at which time bids will be opened on the website forthe Security Fencing Installation at Lancaster Pump Stations and Tanks, which website permits an unlimited number of persons to simultaneously observe the opening of bids and automatic tabulation thereof at the same time that the information becomes available to the City. The terms of the introduction and project description are incorporated herein. All bids shall be effective for sixty (60) calendar days from the date of the bid opening unless an award of the Contract is delayed by the required approval of another governmental agency, the sale of bonds or the award of a grant, in which case all bids will remain effective for one hundred twenty (120) calendar days from the date of the bid opening. The successful bidder will be required to provide performance and payment bonds equal to one hundred (100%) percent of the Contract price with suitable, reasonable requirements guaranteeing the performance of the Contract. This Project and Contract are subject to certain special requirements. For example, as more specifically detailed in the Contract Documents, the successful bidder shall be required to assure protection against discrimination for employees, applicants for employment, and subcontractors on the grounds of actual or perceived race, color, sex, religion, ancestry, genetic information, national origin, sexual orientation, gender identity or expression, familial status, marital status, age, mental or physical disability, use of guide or support animals and/or mechanical aids, and to make payment of certain minimum salaries and wages. Bids, after having been submitted, may be withdrawn by the bidder prior to the time set for the opening of bids upon the written direction to City online. No withdrawal bids will be allowed within sixty (60) calendar days after said time, even though bids may not as yet been opened. The City will determine who is the lowest responsible bidder upon the basis of the bids submitted. The lowest responsible bidder need not be the bidder submitting the lowest dollar amount. The City may consider the quality of services supplied, responsiveness of the bidder, past performance of the bidder, compatibility of the bidder's processes with other City services, and the bidder's ability to handle the volume of work proposed. The City reserves the right to reject any or all bids and re-advertise if the best interest of the City will thereby be promoted. The City also reserves the right to waive technical defects if, in its judgment, the interest of the City shall so require. The City further reserves the right to waive any informalities in the bids received and reject any or all bids for any reason whatsoever. Included in its right to reject bids, is the right for the City, in its sole discretion, to reject Bids which are deemed by the City to be incomplete, conditional, or obscure, or which contain additions, erasures, alterations, omissions or irregularities of any kind. In reviewing the bids, the City will review the bidder's experience, necessary facilities, and financial resources to furnish the items of this Contract, and the City reserves the right to reject the Bids of any bidder not possessing satisfactory qualifications.
