For furnishing all labor and materials, and performing all work required by the City of Fairhope and described as follows: RFQ Number PS020-22 Professional Architectural & Engineering Services Redevelopment & Remodel of the Fairhope K-1 Center EDA & HUD Funded Project No. COF-2023 EDA001 The City of Fairhope and the Baldwin Community and Economic Development Foundation are accepting proposals from qualified firms to provide professional architectural and engineering services for an U.S. Economic Development Administration (EDA Investment No. 04-79- 07751) and U.S. Department Housing and Urban Development (HUD Community Project Funding Grant No. B-22-CP-AL-0012) Grant Funded Capital Improvement Project involving the existing original school building known as the Fairhope K-1 Center (Internal City of Fairhope Project No. COF-2023 EDA001). The City of Fairhope is the Grant Recipient and will be responsible for grant and project administration. This project will entail the visioning, master planning, phasing, architectural design, letting, permitting, environmental remediation, project management and construction oversight of a redevelopment and remodel of the Fairhope K-1 Center original school building located at 100 South Church Street in the City of Fairhope's historic Central Business District. Request for Qualifications documents will be posted on the City of Fairhope Website or a copy may be obtained by e-mailing: Purchasing@FairhopeAL.gov. Specifications are on file and may be seen in the Purchasing Department of the City of Fairhope, Alabama, 555 S. Section Street. Prior to opening, bid packages may be picked up at that location during normal operation, between 7:00 am and 4:00 pm local time. The Architect/Engineer agreement will meet the requirements of Section IV E of the "Summary of EDA Construction Standards, July 2018" as well as the competitive procurement standards of 2 C.F.R. 200.317 or 200.318, as applicable. The fee for basic Architect/Engineer services shall be a lump sum or an agreed maximum and no part of the fees for other services shall be based upon a cost-plus-a-percentage-of-cost or a cost using a multiplier. The Bidder must include the Company's UEI number in the proposal. The Bidder must include evidence of the Company's active registration with the System for Award Management (SAM). SAM registration is required for businesses to contract with the Federal Government, and for confirmation of debarment/suspension status. A contract award will not be made to parties listed on the government-wide Excluded Parties List System in the System for Award Management (SAM), in accordance with the OMB guidelines at 2 C.F.R. part 180 that implement Executive Orders 12549 (3 C.F.R. part 1986 Comp., p. 189) and 12689 (3 C.F.R. part 1989 Comp., p. 235), "Debarment and Suspension."
