Longview Public Schools seeks the services of a firm to assist with Commissioning and Engineering Services related to a grouping of Facilities projects that include capital improvements, maintenance projects and DDC upgrades. The School District wishes to maximize the value of these improvement by leveraging available incentives, designing ideal maintenance improvements, managing contractors efficiently, and ensuring completed projects meet the needs of the School District while reducing first and ongoing costs. Projects in this grouping include DDC upgrades, equipment replacement, CBA requirements, system engineering, fire alarm upgrades, electrical and mechanical improvements and other facility improvements. These projects will occur between July 30th 2022 and January 1, 2024. This period may be extended up to a total of 4 years if needed for completion of the anticipated scope. The School District may require additional services if additional projects are approved or discovered during the execution of this contract. Statement of Qualifications - Review and Intention to Award Process The School District intends to enter into a negotiation for a personal services consulting agreement with the firm offering the best qualifications and experience as judged by the Longview Public Schools Selection Committee. The School District anticipates issuing an Intent to Award notification for the work in early September 2022. Cooperative Procurement The School District anticipates there may be value to other public entities in using these same services through this solicitation. As the Interlocal Cooperation Act, Chapter 39.34 RCW provides for public agencies to jointly use a solicitation, this contract and its terms may be utilized by other public agencies. Such utilization will require agreement by the School District and execution of a mutually acceptable Interlocal Agreement. Minimum Qualifications The following are considered minimum qualifications to be considered: 1. Experience delivering similar work products in a K-12 environment 2. Direct staff with PE in mechanical engineering, CEM with the Association of Energy Engineers, or CEA with the Association of Energy Engineers as appropriate for each scope 3. Experience in application for and management of energy efficiency incentives 4. Experience creating ASHRAE Level II audits 5. Experience with Federal and State funded projects 6. Experience with DDC operations and controls upgrades 7. Experience in commissioning a variety of mechanical, electrical and controls projects 8. Experience completing full Test and Balance procedures 9. Functional training and experience with mechanical and electrical systems in a K-12 environment 10. Experience recommending appropriate solutions for needed maintenance projects including fire alarms, HVAC equipment, mechanical systems and other projects regularly encountered in a K-12 environment Professional Services Required The following professional services may be required: 1. Engineering services related to mechanical equipment and design 2. Commissioning Services related to existing equipment, new equipment, and new DDC systems 3. Energy Audits, as appropriate for options analysis, incentives and CBA compliance 4. Test and Balance of existing and new equipment and system 5. Documentation of existing systems, appropriate system design values, sequences of operation and equipment condition 6. Controls system design review, submittal review and optimization 7. Review of designs for suitability and serviceability 8. Maximization of project value 9. Develop design, scope and solicitation documents for anticipated and future projects 10. Assist School District with meeting requirements of the Washington Clean Buildings Act 11. Review of and development of project closeout documentation 12. Ability to remotely monitor/control status of system operation and to maximize systems efficiency, providing measurement and verification of savings due to completed measures 13. Other related services as required by the School District or other code/regulatory agencies. All individuals and firms, including minority and women-owned firms who are lawfully engaged in the practice of Commissioning and Engineering Services are encouraged to apply. The School District reserves the right to reject any qualifications not in compliance with all prescribed public procedures and requirements, reserves all rights afforded to the School District pursuant to Chapter 39.80 RCW, including the School District s right to determine and assess qualifications, negotiate terms for services, determine pricing, or terminate the process for any reason and at any time, and to waive informalities in this qualification s response process. The Statement of Qualifications must include: 1. A letter of introduction. Letter (maximum two single-side pages). 2. A simple diagram or narrative describing the key personnel in your firm who will be assigned to work with the School District. Please include resume or similar information. 3. Examples of three previous project groupings which involved your firm s services. Please include client references including current contact information for the three projects. Projects listed should have been completed in the last five years. Submittal evaluation by the School District s Selection Committee will be based the following four criteria: 1. Proposed approach on how you plan to efficiently coordinate work with the School District. 2. Experience of the proposed team with commissioning, test and balance, energy audits and mechanical engineering in public or institutional or civic renovation projects. 3. Demonstrated experience working with public-sector K12 school district and/or other educational institutions in Washington/Oregon. 4. Professional References.
