Site work, paving and new construction of a mixed-use development in Kissimmee, Florida. Completed plans call for the construction of a educational facility; for site work for a educational facility; 550-space sidewalk / parking lot; and for paving for a sidewalk / parking lot.

Location: Vacant Property, Parcel #03-26-28-0000-0020-0000 The design of the Transportation Facility will include a school bus and fleet maintenance building, and parking areas. The building must be equipped with a minimum of six (6) double-length bus/vehicle drive-through servicing bays for buses and fleet vehicles, with necessary servicing tools and repair equipment. Each bay shall be capable to support a portable bus/vehicle lift. The design should also include a lockable storage space for bus and vehicle parts, a workspace for radio repair, upholstery repair, painting and body work, a large space with exterior access for tire storage separated from the mechanical part storage, and a conditioned electronic part storage. The facility must also provide an aboveground fuel depot with the ability to fuel 200 school buses with diesel fuel and regular fuel for fleet vehicles; the fueling of vehicles will occur every day. Also included will be an exterior bus washing facility capable of washing the entire exterior of the buses as well as fleet vehicles (cars, trucks, and vans). The facility is intended to house an IT Disaster Recovery Data Center to support the district's infrastructure. The new constructon (office spaces) will be constructed of prefabricated concrete panels, and designed to high perfromance criteria achieving school district requirements of 25 or less Energy Use Intensity (EUI) with a 0.20 CFM/SF maximum air leakage. The project will include a mock-up structure, which is TBD, to facilitate testing of the building envelop prior to construciton of the facility taking place. The maintenance bays are also intended to be a prefabricated concrete panel building with roll up doors. The design of the building shall include office space for approximately 30 administrative and support staff, a computer training lab, a driver's lounge that will accommodate at least 120 drivers and 40 attendants, and include space that will house 200 people for meetings and staff training. The building will also require a breakroom, restroom facilities and lockers. Regular servicing of all school buses and fleet vehicles will include fueling and lubrication, tire changes and major/minor component repair and/or replacement repairs. The servicing may require technicians to work on the front and/or rear of the school buses when bay doors are open or closed. Servicing may also require service trucks and lubrication vehicles to be parked at the front and rear of a school bus. The service bays and outdoor parking spaces must allow for a wrecker to be able to access a parked school bus from the front or rear. The design of the school bus parking lots must allow for 200 bus parking spaces and 350 car parking spaces for school bus driver private vehicles, administrative vehicles, visitor parking and include handicap parking spaces per Building Code. The Transportation Building will be constructed on a site 25+/- acres with on-site retention and 13+/- acres of wetland. Consideration must be provided for access to the facility off a major roadway, with an access road being included in the project. The project will require traffic signalization to be designed and installed at the junction of Robert McLane Blvd and Poinciana Blvd to Osceola County standards.The signal will be turned over to Osceola County after construction. Projected design schedule Design: september 1, 2022 - september 30, 2023 Projected construction schedule Construction start: january 10,2024 Substantial completion: january 10, 2025 Final completion: july 11, 2025 SCOPE OF SERVICES The construction management firm will be responsible for the successful, timely, and economical completion of the Project. The construction management firm's services may include, but are not limited to the following: 1. Enter an "At Risk" contract with all sub-contractors, materials suppliers and equipment suppliers necessary for the construction of the project. 2. Employ competent Project Managers, Project Superintendents, and necessary assistants to be the Construction Manager's representatives, and who shall be in attendance at the project site full time during the progress of the Work. 3. Provide preconstruction services as directed by the Owner's Project Representative during the design phases of the work, and provide cost estimating, schedule development, timely document review, existing infrastructure evaluation expertise, permit request and administration, and other related administrative items necessary to ensure the timely delivery of the project. 4. Work with the project team and use the Owner's Project Management Solution, e-Builder to manage the construction processes for the project. All project communication is to be managed in e-Builder. At no cost to the District, the project team will be required to attend group or individual training sessions scheduled by the Owner's Project Representative. 5. The Owner has set an Owner Direct Purchase Goal of 20% for Renovation Projects and 30% for New Construction. The Construction Manager is to make every effort to meet or exceed the Owner's expectation for this goal. The Construction Manager must also work with its subcontractors, sub-subcontractors, and material suppliers to ensure there is a streamlined process in place to maximize discounts offered for prompt payment of items purchased through the Owner Direct Purchase Program. 6. The Construction Manager, if requested by the Owner's Project Representative, shall provide a preliminary evaluation of the Owner's Project program and budget. 7. Provide continuous on-site construction management services through the completion of the project to include, but not be limited to: a. Schedule and conduct preconstruction meetings and regular job site meetings. b. Maintain daily on-site project logs and schedule reports. c. Oversee quality assurance testing and inspection programs. d. Monitor construction management staff and subcontractor work performance for deficiencies. e. Maintain record copy of all contract documents, RFIs, ASIs, change orders and other project-related documentation. f. Oversee construction management staff and subcontractor safety programs. 8. Develop, update, and maintain master project schedules, detailed construction schedules, submittal schedules, inspection schedules and occupancy schedules. 9. Provide construction program accounting and reporting to the Owner's Project Representative. 10. Report potential budget and schedule variances and prepare recovery plans. 11. Work with and coordinate activities with any third-party contracts or contractors that the Owner provides for the project. 12. Coordinate surveyors, special consultants, and testing lab services contracted by the Owner, as required. 13. Develop and administer a Warranty Implementation Plan. 14. Administer post construction closeout, start-up and transition to operation. 15. Schedule, coordinate and participate in a walk-through inspection of the Work one month prior to the expiration of the one-year correction period, and notify the Owner's Project Representative, the appropriate Architect, and any necessary subcontractors and suppliers of the date of, and request their participation in, the walk-through inspection. 16. Work with the architect of record and the Owner's Project Representative when submitting the various documents required for review, which includes but is not limited to Change Orders, Contingency Transfers, Buyout Transfers, Applications for Payment, and Certificates of Substantial Completion and Certificates of Final Inspection. 17. All meetings shall be documented in e-Builder using the appropriate Meeting Minutes Forms. The sign-in sheet, meeting minutes and any other documents distributed during the meetings must be attached to the appropriate Meeting Minutes Form, and then uploaded to e-Builder after each meeting. The Construction Manager is responsible for facilitating the OAC meetings, distributing an agenda for each meeting and managing a sign-in sheet. The Construction Manager is also responsible for making sure the meeting minutes are documented and uploaded to e-Builder using the appropriate Meeting Minutes Form. 18. The Construction Manager shall cooperate at all times with the Owner's Project Representative and shall cooperate and coordinate with any audit agency or audit firm contracted by the Owner.
