No later than forty-five (45) days after the bid opening, the Municipality shall accept bids or reject all bids. After the bid opening, a bid may not be withdrawn prior to the date that is fortyfive (45) days after such bid opening. The Municipality reserves the right to reject any or all bids, and advertise for new bids, if in its opinion the best interest of the Municipality will hereby be promoted. The Municipality is seeking to upgrade its distribution equipment in order to further improve the resiliency and reliability of its electrical system. This project is being financed with U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant-Disaster Recovery (CDBG-DR) funds administered by the NYS Governors Office of Storm Recovery (GOSR). Attention of bidders is particularly called to Section 3 requirements, 1 M/WBE goals, Federal labor standards, Federal and State prevailing wage rates, online reporting requirements using Elation System, Inc. and other requirements included in the GOSR Supplementary Conditions for Contracts. Each Bidder must complete and submit with his/her bid the Iranian Investment Activities Certification in compliance with General Municipal Law 103-g, Iranian Energy Sector Divestment. Bidders are required to execute a non-collusive bidding certification required by Section 103-d of the General Municipal Law of the State of New York. The attention of Bidders is particularly called to the requirements as to the conditions of employment to be observed and the minimum wage rates to be paid under the contracts.
