Sealed proposals addressed to the Honorable Mayor and City Council of the City of Odessa, Texas, will be received for furnishing all necessary materials, machinery, equipment, superintendence and labor for Meadow Ave. Reconstruction - Murphy Street to 1-20 Service Road, Job No. 220210-30. The work under this contract is the Meadow Ave. Reconstruction -Murphy Street to I20 Service Road, Job No. 220210-30. This project consists of furnishing all labor, material, superintendence, and incidentals to install curb & gutter and pavement (asphalt and concrete) on Meadow Avenue. The purpose ofthis project is to improve drainage on Meadow and to replace failing pavement. Contractor is expected to familiarize himself with the site, scope ofthe project, and local conditions. Stockedpiles and staging areas are subject to approval by the City and shall not create anypublic nuisance. Stormwater Control: It shall be the contractor's responsibility to work with the City of Odessa Stormwater Department to determine needed controls and to implement those controls and the stormwater plan per City ofOdessa requirements. Quantities: Quantities are based on plan dimensions and may be adjusted up or down during construction as the Engineer deems appropriate. Actual paid quantities will be based on measured installation. The successful bidder will be required to file Form 1295 (Certificate of Interested Parties) online and provide a copy to the City ofOdessa. The Contractor shall submit a detailed Traffic Control Plan for approval prior to construction prior to starting work in any specific area. A TCP will be needed for each phase ofthe project. This plan shall be in accordance with City of Odessa requirements. All effort shall be made to impact businesses and as little as possible. Suggested phasing is as follows: 1. Construct curb work and concrete and asphalt outside ofthe street. 2. Divert traffic to one lane south and one lane north next to the curb lines. Construct the concrete invert down the center ofthe street. Cross traffic will be restricted and available only where necessary. 3. Set up traffic one lane north and one lane south using concrete invert and existing asphalt on one side. A temporary transition may be needed from existing asphalt to the concrete. Construct asphalt pavement on one side. 4. Move traffic onto the new pavement and the concrete invert, one lane in each direction. Construct the other half ofthe new asphalt. There will be a pre-construction meeting with the Successful Bidder after Award of Contract. The time and place ofthis meeting will be set at a later date.
