Site work and paving for a mixed-use development in Lompoc, California. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

GENERAL WORK DESCRIPTION: The Water Line Replacement Project includes, but is not necessarily limited to the following: Pothole existing utilities; furnish and install temporary water services and bypass line; pavement saw cutting, removal and disposal; structure excavation; disposal of structure excavation (including AC pipe to be handled as hazardous asbestos material, see minimum conditions for handling in Trench Excavation section of Special Provisions); trench shoring, sheeting, and bracing; furnish and install polyvinyl chloride (P.V.C.) C900 or ductile iron pipe (D.I.P.) waterline; furnish and install valves, fittings, thrust blocks, tracer wire, water services, fire hydrants, meter boxes and yokes; trench bedding and backfill; hydrostatic and sterilization testing; coordination, removal and replacement of existing utility vaults; removal & disposal of existing concrete, furnish and construct PCC improvements; furnish and construct hot mix asphalt trench paving and patching; clean-up and related work as required, to complete the work as specified by the Plans, Standard Specifications, City Standard Requirements, and these Special Provisions. CONSTRUCTION SCHEDULE: The City anticipates awarding the contract on Oct 18, 2022; executing the contract between Nov 7 and Nov 11, 2022; holding the pre-construction meeting between Nov 14 and Dec 2, 2022; and issuing Notice to Proceed between Nov 28 and Dec 5, 2022. QUESTIONS PERTAINING TO THIS PROJECT PRIOR TO CONTRACT AWARD SHALL BE DIRECTED TO: City of Lompoc, Engineering Division, 100 Civic Center Plaza, California 93436; Attention: Joshua Leard, P.E., Civil Engineering Associate III; Telephone (805) 875-8261, or email: j_leard@ci.lompoc.ca.us. PROPOSALS: Proposals are required for the entire work described in the Contract Documents. Proposals will not be considered unless they are made on the proposal forms furnished with Project Manual - Part B. Attention to prospective bidders is called to Section 2, "Proposal Requirements and Conditions," within Project Manual - Part A, for full direction as to bidding, etc. The City of Lompoc reserves the right to reject any or all proposals or make the award to the lowest responsible bidder. CONTRACTOR REGISTRATION: No contractor or subcontractor may be listed on a bid proposal for a public works project unless registered with the California Department of Industrial Relations (DIR), pursuant to Labor Code section 1725.5 (with limited exceptions to this requirement for bid purposes only, under Labor Code section 1771.1 (a)). No contractor or subcontractor may be awarded a contract for public work on a public works project unless registered with the DIR pursuant to Labor Code section 1725.5. This project is subject to compliance monitoring and enforcement by the DIR, and the contractor and subcontractors must furnish electronic certified payroll records to the Labor Commissioner. The contractor shall post the job site notices as prescribed by the regulation, pursuant to Labor Code section 1771.4(a)(2). BONDS: Each proposal must be accompanied by cash, a certified or cashier's check, or bidder's bond of the prescribed form and made payable to the City of Lompoc for an amount equal to at least ten percent (10%) of the amount bid, such guaranty to be forfeited, should the bidder to whom the contract is awarded fail to furnish the required bonds and to enter into a contract with the City within the period of time provided by the Proposal Requirements. LICENSE REQUIREMENTS: In accordance with provisions of California Public Contract Code Section 3300, the City has determined that the Contractor shall possess a valid Class A or C-34 License at the time of award. The Contractor shall be properly licensed at the time the contract is awarded. No contract will be awarded from a Contractor who has not been licensed in accordance with the provisions of Chapter 9 of Division 3 of the Business and Professions Code. PREVAILING WAGE RATES: Pursuant to Section 1773 of the Labor Code, the general prevailing wage rates in the county of Santa Barbara, in which the work is to be done have been determined by the Director of the California Department of Industrial Relations. These wages are set forth in the General Prevailing Wage Rates for this project, available at the City of Lompoc address and available from the California Department of Industrial Relations' Internet Portal. Future effective general prevailing wage rates which have been predetermined and are on file with the California Department of Industrial Relations are referenced but not printed in the general prevailing wage rates. If the project is a Federal Aid Project, then the Federal minimum wage rates for this project as predetermined by the United States Secretary of Labor may be examined at the offices described above where the Contract Documents may be seen. Addenda to modify the Federal minimum wage rates, if necessary, will be issued to holders of Contract Documents. Attention is directed to the Federal minimum wage rate requirements in the Contract Documents. If the project is a Federal Aid Project, and if there is a difference between the minimum wage rates predetermined by the Secretary of Labor and the general prevailing wage rates determined by the Director of the California Department of Industrial Relations for similar classifications of labor, then the Contractor and subcontractors shall pay not less than the higher wage rate. The City will not accept lower State wage rates not specifically included in the Federal minimum wage determinations. This includes "helper" (or other classifications based on hours of experience) or any other classification not appearing in the Federal wage determinations. Where Federal wage determinations do not contain the State wage rate determination otherwise available for use by the Contractor and subcontractors, the Contractor and subcontractors shall pay not less than the Federal minimum wage rate which most closely approximates the duties of the employees in question. DISADVANTAGED BUSINESS ENTERPRISES: The City of Lompoc hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. RETENTION: The Contractor may elect to receive 100 percent of payments due under the Contract Documents from time to time, without retention from any portion of the payment by the City, by depositing securities of equivalent value with the City in accordance with the provisions of Section 22300 of the California Public Contract Code. Such securities, if deposited by the Contractor, shall be valued by the City, whose decision on evaluation of the securities shall be final. Securities eligible for investment under this provision shall be limited to those listed in Section 22300 and Section 16430 of the California Government Code. ENGINEER'S COST ESTIMATE: The Design Engineer has calculated an estimate of probable construction costs for this project. The City does not wish to publicize the engineer's estimate of the project cost since that information may tend to influence the number and nature of bids received. However, for bidder's convenience, the City will publicize that the engineer's estimate for the base bid falls within a range of $1,800,000-$2,200,000. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. PRE-BID CONFERENCE: A pre-bid conference will not be held for this project
