The tender must be presented by a supplier having, in Quebec or in a territory covered by an applicable intergovernmental agreement , an establishment where it carries out its activities on a permanent basis, clearly identified in its name and accessible during normal business hours. The Minister particularly draws your attention to clauses 3.13 and 3.14 of the call for tenders document, which indicate the eligibility conditions for suppliers to tender and the compliance of tenders to be respected in the context of this call for tenders.
