The Borough of Pennsburg is performing stormwater infrastructure and curb improvements on Lakeview Terrace. In general, the work consists of, but is not limited to: Installation of storm sewer structures, installation of new storm sewer piping, removal and replacement of existing curb, and landscaping as needed. 3195-014-D-000 CLARIFICATION DEADLINE 11/29/2022 10:00 AM Bidders are required to provide Bid Security in an amount equal to 10% of the total amount bid. Bid Security may be provided in the form of a certified check or a bid bond issued by a Surety Company licensed to transact such business in the Commonwealth of Pennsylvania. The contract is subject to the requirements of Section 3 of the Housing and Urban Development (HUD) act of 1968, as amended, which provides that training, employment and other economic opportunities generated by HUD assistance of HUD-assisted projects covered by Section 3, shall, to the greatest extent feasible, be directed to low and very low-income persons, particularly persons who are recipients of HUD assistance for housing. Attention is called to the fact that not less than the minimum salaries and wages set forth in the Contract Documents must be paid on this project, and that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. Bidders are required to comply with the Davis Bacon labor standards, including the payment of prevailing wages where the estimated cost of the total project cost is in excess of two thousand dollars ($2,000.00). Funding will be provided by the Montgomery County Department of Housing and Community Development's Community Development Block Grant (CDBG). All material must meet current PA Department of Transportation Specifications. Upon award of a contract, the Successful Bidder shall provide a Performance Bond and a Labor and Materials Payment Bond, each in the amount of 100% of the awarded contract value. Upon completion of the contract, the Successful Bidder shall provide a 2-year Maintenance Bond in the amount of 100% of the final contract value. Only the Successful Bidder for a contract will be responsible for payment of a fee to and for bearing the cost thereof. The amount of the fee due to is either 1/3% (0.0033) of the initial contract award amount for fixed fee contracts or 1/6% (0.00166) of the expected contract value for term contracts and will be invoiced by to the successful bidder upon award of a contract by the Local Contracting Unit. The minimum fee is set at $100.00 and the maximum fee is capped at $5,000.00.
