Site work and paving for a mixed-use development in Oklahoma City, Oklahoma. Completed plans call for site work for a road / highway; for paving for a road / highway; transportation facility; and transportation facility.

**As of October 18, 2022, project was awarded to CGC, LLC awarded amount is $2,208,581.68** Bids shall be opened electronically at the above stated time for receipt of bids or as soon thereafter as practicable. Bids shall be made in accordance with the Bidding Documents, which are on file with the City Clerk and available for examination at website. Bidders shall be pre qualified pursuant to Ordinance No. 26,614 approved by the City Council on December 8, 2020, or qualified as otherwise specified in the Bidding Documents. All affidavits and certifica tions identified and listed herein as Bidding Documents shall be properly executed and accompany the bid of each Bidder. B i d s e l e c t r o n i c a l l y deposited more than ninety six (96) hours, excluding Saturdays, Sundays, and holidays, before time set for opening of bids, as well as bids received after time set for opening of bids, will not be considered. The Oklahoma City Airport Trust reserves the right to reject any and all bids and to waive any and all informalities. A cashier's check, certified check, irrevocable letter of credit, or surety bond payable to the OKLAHOMA CITY AIRPORT TRUST in the amount of the total bid shall accompany the bid of each Bidder. Bid Security will be returned to unsuccessful Bidders. The Bidder shall forfeit its bid security in the amount of five percent (5%) of the bid amount for failure to deliver to the Airport Trust a properly executed agreement, bonds, and certificate(s) of insurance within ten (10) days of written notification of the Award of Contract to Bidder. The Trust may require up to one hundred twenty (120) days from receipt of bids to award of contract. Award of contract is contingent upon the Trust's receipt of a Federal grant for this project. This is a Federally funded project, for which the following notices are hereby provided: 1. TITLE VI SOLICITATION NOTICE The Oklahoma City Airport Trust, in accordance with Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d 4) and the Regulations, hereby notifies all Bidders that it will affirmatively insure that, [for] any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discrim inated against on the grounds of race, color, or national origin in the consideration for an award. 2. DISADVANTAGED BUSINESS ENTERPRISES The Oklahoma City Airport Trust's award of this contract is conditioned upon Bidder satisfying the good faith effort requirements of 49 CFR 26.53. The Bidder must submit the following information for DBE firms that will participate in the contract:: a. The name and address of each participating DBE firm; b. A description of the work that each DBE firm will perform; c. The dollar amount of the participation of each DBE firm listed; d. Written statement from Bidder that attests their commitment to use the DBE firm(s) listed to meet the Oklahoma City's Airport Trust's project goal; e. Written confirmation of partici pation from each of the partici pating DBE firms on the DBE Letter of Intent form provided in the Project Manual. If Bidder cannot meet the DBE contract goal stated above, evidence of good faith efforts undertaken by the Bidder as described in Appendix A to 49 CFR Part 26 must be submitted with the Bidder's bid. The Offeror's or Bidder's attention is called to the "Equal Opportunity Clause" and the "Standard Federal Equal Employ ment Opportunity Construction Contract Specifications" set forth [in the Project Manual]. B. The goals and timetables for minority and female participation, expressed in percentage terms for the Contractor's aggregate workforce in each trade on all construction work in the covered area, are as follows: Goals for minority participation for each trade: 10.2% Goals for female participation in each trade 6.9% These goals are applicable to all of the Contractor's construction work (whether or not it is federal or federally assisted) performed in the covered area. If the Contractor performs construction work in a geographical area located outside of the covered area, it shall apply the goals established for such geographical area where the work is actually performed. With regard to this second area, the Contractor also is subject to the goals for both its federally involved and non federally involved construction. The contractor's compliance with the Executive Order and the regu lations in 41 CFR Part 60 4 shall be based on its implementation of the Equal Opportunity Clause, specific affirmative action obligations required by the specifications set forth in 41 CFR 60 4.3(a), and its efforts to meet the goals. The hours of minority and female employment and training shall be substantially uniform throughout the length of the contract, and in each trade, and the Contractor shall make a good faith effort to employ minorities and women evenly on each of its projects. The transfer of minority or female employees or trainees from Contractor to Contractor or from project to project for the sole purpose of meeting the Contractor's goals shall be a violation of the contract, the Executive Order, and the regulations in 41 CFR Part 60 4. Compliance with the goals will be measured against the total work hours performed. C. The Contractor shall provide written notification to the Director of the Office of Federal Contract Compliance Programs (OFCCP) within 10 working days of award of any construction subcontract in excess of $10,000 at any tier for construction work under the contract resulting from this solicitation. the subcontractor; estimated dollar amount of the subcontract; estimated starting and completion dates of subcontract; and the geographical area in which the subcontract is to be performed. D. As used in this notice and in the contract resulting from this solicitation, the "covered area" is nationwide for female participation and the City of Oklahoma City, Oklahoma County, State of Oklahoma, for minority participation. 4. ADDITIONAL REGULATIONS AND REQUIREMENTS Bidders are further notified that any contract entered into pursuant to this Solicitation for Bids will be subject to the following Federal regulations and require ments, which are hereby incorpo rated by reference as though fully set forth herein: o Access to Records and Reports.
