The City of Fernandina Beach, Florida (CITY) is accepting competitive sealed proposals for Collection and Disposal of Garbage and Recycling, throughout the CITY. This Request for Proposals (RFP) defines the service standards, specifications and proposal requirements of the comprehensive solid waste, and recycling collection and disposal program for residents and businesses within the city limits of the City of Fernandina Beach, Florida. The goals of the CITY are to: o Provide excellent, proactive customer service always to include timely collection of solid waste and recycling, responsive communication on customer concerns, speedy resolution to customer concerns, at a fair and reasonable price. o Provide a comprehensive solid waste and recycling collection program. o Improve public education of all CITY residents and customers about recycling services to increase participation and recovery rates. The Proposer should give a description of the firm, including the size, range of activities, et cetera. Particular emphasis should be given as to how the firm-wide experience and expertise in this type of service will be brought to bear on the proposed service. The Proposal must also identify the contact person and telephone number. The Proposer should provide evidence of continuous engagement in providing products and services similar to those specified herein for a period of five (5) years or more in a government setting and evidence the company is presently engaged in the provision of these services, including providing evidence of an established satisfactory record of customer satisfaction performance for a reasonable period of time. The Proposer should have at least five (5) years of operating experience with governmental entities and provide reference contacts for at least three (3) recent comparable services contracts. They must provide information on the firm's current safety rating by the Florida Department of Transportation. The Proposer must disclose any pending or anticipated litigation, environmental issues, fines, regulatory actions and complaint(s) applicable to the proposer on services for any governmental entity over the past three (3) years. The Proposer is responsible for being familiar with local conditions that may affect cost, permitting, progress, performance or services described in this RFP, including inspection of the CITY's boundaries, streets and commercial/office property locations. The Proposer is responsible for considering all federal, state and local laws, statutes, ordinances, and regulations that may affect costs, permitting, progress, performance or services. The CITY's objective is to select proven service methods that apply commercially demonstrated and environmentally sound collection techniques. The CITY reserves the right to accept or reject any or all Proposals, to waive irregularities and technicalities, and to request resubmission or to re-advertise for the services. The CITY will be the sole judge of the submittals. The CITY's decision will be final.
