A timeline for construction has not yet been established. *Previous solicitation listed below for reference:* The Port of Bellingham (Port) is soliciting responses from qualified professional firms interested in providing consulting services to conduct a structural and seismic evaluation and design improvements to stabilize and secure the six digester tanks located within the Waterfront District in Bellingham, Washington. The Waterfront District was formerly occupied by the Georgia Pacific Pulp and Paper Mill. In recent years the Port and City of Bellingham have been working together, along with the community and numerous project partners to cleanup and redevelop the site. These efforts have started the transition from a former heavy industrial waterfront to a mixed-use urban neighborhood with the removal of most of the former industrial buildings and structures, completion of environmental cleanup and the installation of the first phase of parks, roads and infrastructure. Active redevelopment is currently underway on select parcels. The digester tanks to be evaluated by this project were formally housed within a building that was demolished in 2010. Due to their unique historical and architectural qualities, it is the desire of the Port to retain and preserve the six remaining digester tanks. To that end, in 2013, the Port completed a structural evaluation of the digester tanks which concluded that additional structural and geotechnical improvements were likely required to meet structural and seismic requirements. This Request for Professional Services solicits responses from qualified firms interested in completing additional structural and geotechnical evaluations, completing design for all structural, geotechnical and any other improvements needed to retain and preserve the tanks, preparing bid documents for construction of the required improvements, and providing bid support on construction administration services. It is anticipated that the scope of work will build upon the previous studies of the Digester Tanks (2009 Waterfront District Adaptive Use Assessment, 2013 Structural Evaluation, Digester and Bleach Tanks). Responses should address the following evaluation criteria: Historic Structure Structural and Geotechnical Improvement experience over the last 5 years (25 points) Experience with unique historical structures and buildings and conducting structural and geotechnical evaluations for retention of the structures, including cost estimating. Experience evaluating site specific conditions to identify opportunities and constraints pertaining to project feasibility. Description of approach to the Digester Tanks Structural and Seismic Analysis (30 points) Proposed project team and responsibilities. Demonstrate relevant management experience in managing project teams, clients, and stakeholders. Narrative of project approach including, but not limited to, topics such as: geotechnical assessment, opportunities and constraints, and structural analysis. Demonstrated capability to perform required services (20 points) Key assigned personnel, professional background, and availability. Relevant projects; include a brief project summary, roles, and client and regulatory contact references with contact information. The Port reserves the right to reject any and all proposals submitted. If deemed necessary, the Port will schedule interviews within a week following the deadline for submittal. The successful Prime Consultant will be contacted by the Port and shall sign the Port's Standard Agreement for Professional Services; see attached.
