Scope of Work: The work on this project will include but is not limited to removal and replacement of two handicap ramps and crosswalk pavement markings along with two new push button warning lights, flashing beacons and associated signage. This project/contract is being completed using state funding. Bidders proposals must be accompanied by a certified check, certified bank treasurers check, bank cashiers check or bid bond in the form provided in the Contract Documents. A satisfactory corporation surety shall provide security in an amount equal to 10% of the base bid. The surety shall name as payee or obligee the City of Carbondale. A Non-Collusion Affidavit of Contractor will be required to be signed and notarized prior to the award of any contract. A no-lien agreement will be required to be signed and filed by the contractor before any work begins on the project. Notice is hereby given that the project for which construction proposals are being solicited hereby is a project constituting public works and is subject to applicable provisions of the Pennsylvania Human Relations Act of October 27, 1955, P.L. 744, and the Pennsylvania Prevailing Wage Act 442 of August 15, 1961, as amended on August 9, 1963. Bidders are advised that PA Prevailing Minimum Wage Rates must be paid to workers employed on this project and are incorporated in the Contract Documents. These wage rate requirements are applicable to this contract for the entire duration of the project. All proposals shall be irrevocable for sixty (60) days after bid opening date, unless delayed due to required approvals of another governmental agency, and shall be accompanied by 10% bid guaranty, payable to the Owner. Bidders must be PennDOT prequalified as specified in section 102.01, of Publication 408. Contractors qualifying as subcontractors may submit bids as a prime contractor, consistent with their qualifications and as specified in section 108.01, Publication 408. A prequalification certification and applicable capacity rating assigned by the prequalification office of the Pennsylvania Department of Transportation is a necessary prerequisite for bidding this project. The bidder, in accordance with the Presidents Executive Order 11246, will be required to ensure that employees and applicants for employment are not discriminated against on the basis of their race, color, religion, sex, sexual orientation, gender identity, or national origin in employment or the provision of services. The Owner reserves the right to reject any or all bids and to waive any or all irregularities, mistakes, omission informalities relative thereto.
