The project consists of building shell rehabilitation including new membrane roof roofing and insulation, exterior insulated metal wall system, doors, and windows, a 6,000SF facility addition with interior renovations to the 17,500SF existing facility. B. Rehabilitation of HVAC, Plumbing, Fire Protection, and Electrical systems. C. Sitework includes expansion of Personal Operated Vehicle (POV) Parking, and Military Equipment (MEP) Parking, site stormwater management, and site utilities. ESTIMATED RANGE: .1 General - $4,000,000 - $5,000,000 .2 HVAC - $800,000 - $900,000 .3 Plumbing - $400,000 - $500,000 & .4 Electrical - $800,000 - $900,000 LIQUIDATED DAMAGES = (.1) $1,250.00 per day, (.2) $270.00 per day, (.3) $160.00 per day & (.4) $270.00 per day. The Pre-Bid Conference will take place on Thursday, March 16, 2023, at 1:00 P.M., at Friedens Readiness Center, 1483 Stoystown Road, Route 281, Somerset Township, Somerset County, PA 15541-7509. CLIENT AGENCY REQUIREMENTS: All current DMVA requirements of COVID mitigation, all aspects of specification section 016350, and other security items as may be in effect. This project is required to comply with Public Law 117-58, 'Build America, Buy America Act' requiring domestic procurement for materials and products on the project in accordance with current Federally mandated quotas. The Department of General Services Public Works and the Bureau of Diversity, Inclusion and Small Business Opportunities (BDISBO) identified this procurement as eligible for the setting of Small Diverse Business (SDB) and/or Veteran Business Enterprise (VBE) participation goals. However, BDISBO did not set SDB and/or VBE participation goals for those procurements that are less than the $400,000 threshold required to set either goal. In addition, there will be no points allocated toward SDB/SB participation for this procurement. This is a significant programmatic change from the SDB and SB Participation program contained in prior Projects issued by Public Works. Bidders now must agree to meet the SDB and VBE Participation Goals in full or demonstrate that they have made Good Faith Efforts to meet the Goals.
