Site work and paving for a civil project in Titusville, Pennsylvania. Completed plans call for site work for a bridge / tunnel; for paving for a bridge / tunnel; road / highway; and road / highway.
The Pennsylvania Game Commission (PGC) is soliciting electronic Bids to provide access road maintenance and improvements on State Game Lands (SGL) #96 in Venango County. The scope of the project generally includes culvert pipe installations, surfacing, and related work on approximately 2,700 linear feet of existing access roadway Any questions concerning completion of the electronic Bid should be directed to the PGC Contracts and procurement Section at 717-787-6594. Bidders should visit the project site to view and determine existing site conditions and constraints that must be considered in their proposal such as site access, road conditions, topography, proximity of utilities, existing infrastructure / structures, vegetation, and other conditions and features in the work area. Bidders shall be experienced and fully capable to perform the type and extent of Work required on this project. After Bids are opened, the PA Game Commission reserves the right to request the names and contact information from at least three (3) references for projects completed within the previous three (3) years that are similar in size and scope in order to verify experience and qualifications. Reference information shall include: Project Name, Description, and Final Cost; and Reference Name, Company, Address, and Phone No. Attached to the project listing in electronic format are this Bid Notice, Project Terms and Conditions, Specifications, and applicable Drawings / Details. These documents are all part of the electronic proposal. Bids must be submitted electronically using the SRM system and must be submitted by the Bid Opening date and time listed above. A bid guarantee or bond is not required. The Commonwealth reserves the right to reject any and all Bids, to waive technical defects in Bids and to accept or reject any part of the Bid deemed in the best interests of the Commonwealth. Except as otherwise provided by law, award will be made to the lowest responsible and responsive Bidder, and all Bidders will be advised of the Bid results. A Purchase Order will be generated at the time of award without further input from the successful Bidder. Awarded vendor will be sent a copy of this document and no work will be authorized until the vendor is in receipt of the Purchase Order. All vendors who conduct business with the Pennsylvania Game Commission must have a Vendor Number assigned to them in order to conduct business and receive payment from the Commonwealth. Existing Road (2,700 linear feet) A.1 Provide Soil Erosion and Sedimentation Control BMPs as required and specified and as directed by PGC staff. Implement, maintain, modify, and add controls asrequired during construction to address and prevent erosion issues. Maintain an updated and current copy of the plan on-site at all times B.2 Clear and grub trees, stumps, and vegetation along the section of red highlighted road on the map to daylight and open the road corridor. Cleared trees, stumps, and vegetation shall be disposed of as directed by PGC staff - materials shall be placed outside the limits of construction adjacent to but not in the proposed road surface, ditches, or drainage channels. C.2 Grade and shape roads to a minimum 16-feet wide ditch line to ditch line with a 12-foot cartway width. Establish centerline crown shape with 6% cross slopes as specified and as shown on the drawings / details. Clean out and grade ditch lines that direct surface water runoff flow to turnouts or culverts. Reestablish and extend turnouts and culvert tail ditches to direct runoff away from the road and to allow free gravity flow to eliminate ponding. Provide new turnouts and broad-based dips as required and as directed by PGC staff to provide positive drainage and to control and direct stormwater runoff away from roadway. Compact graded and shaped roadway with a 10-Ton (minimum) single smooth drum vibratory roller. Install geotextile road fabric as directed to entire 2,700' of roadway. C.3 Provide ten (10) 18" diameter x 30-foot drain pipes and one (1) 18" diameter x 40-foot drain pipe. Coordinate with the PGC Project manager or his designee to ensure a PGC representative is on site to observe installation of all drain pipes. Drain pipe installation locations will be identified by PGC staff. Install pipes as directed with approximately 20 tons of 2A aggregate for each pipe. Minimun 220 tons of 2A coarse aggregate required. Provide road base and resurface entire length of identified roadway sections as follows 2,700 Linear Feet - Provide bank run gravel road base 12-feet wide 18-inches depth minimum (approx. 2,800 tons). Maintain centerline crown shape with 6% cross slopes . Compact with a 10-Ton (minimum) single smooth drum vibratory roller. 2,700 Linear Feet - Provide PennDOT 2A Coarse Aggregate road surface 12-feet wide x 4-inches compacted depth minimum (approx. 830 Tons). Maintain centerline crown shape with 6% cross slopes. Compact with a 10-Ton (minimum) single smooth drum vibratory roller. RESTORATION Immediately restore and stabilize all disturbed areas beyond the limits of the stablilzed road surface with seed and straw mulch as specified.
