Renovation of a mixed-use development in Essex, New York. Completed plans call for the renovation of a playground / park / athletic field; and water / sewer project.
**As of November 10, 2022 , the project has not been awarded. A timeline for the award is not yet established.** The project is being funded by a NYSEFC WIIA Grant and DWSRF loan and includes one plumbing and one HVAC contract. The project consists of work including, but not limited to: construction of plumbing and HVAC systems in a new water treatment plant including, but not necessarily limited to, mechanicals, piping, and controls. Service-Disabled Veteran-Owned Set Aside: No Contract term: one year Location: Beggs Park off of Church Street, Essex, NY 12936 Business entities awarded an identical or substantially similar procurement contract within the past five years: N/A The project is being funded by a New York State Environmental Facilities Corporation ("EFC") Water Infrastructure Improvement Act Grant and Drinking Water State Revolving Fund ("DWSRF") loan and may include various other funding sources to be determined moving forward. The project will be constructed under one plumbing contract and one HVAC contract. The project consists of work including, but not limited to: construction of plumbing and HVAC systems in a new water treatment plant including, but not necessarily limited to, mechanicals, piping, and controls. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. Addenda, if any, will be issued only to those companies whose name and address are on record with Cedarwood as having obtained the Contract Documents. Bids will only be considered by contractors who have registered with Cedarwood. Any changes to the original bid documents are grounds for immediate disqualification. No bidder may withdraw their bid within forty-five calendar days after the actual date of the opening thereof. Each bid must be accompanied by a bid security in the amount of five percent of the maximum bid price, as determined by adding the base bid and all alternatives, in accordance with the Instructions to Bidders. The successful bidder will be required to furnish construction performance and payment bonds in the full amount of the contract price. Late bids by mail, courier or in person will be refused. The Town of Essex will not accept any bid or proposal which is not delivered to the Town by the date and time indicated. The Town of Essex encourages all minority and women-owned business, local small businesses and verified veteran-owned businesses to participate in the bidding process. A 20% minority/women business enterprise (MWBE) goal exists for the project and all contractors will be required to comply with EFC program requirements, including American Iron and Steel requirement and Prevailing and Davis-Bacon wage rates as described in the Bid Specification. The Municipality reserves the right to reject any or all bids, and advertise for new bids, if in its opinion the best interested of the Municipality will hereby be promoted. The Town of Essex affirmatively states that in regard to any contract entered into pursuant to these instructions, without regard to race, color, sex, religion, age, national origin, disability, sexual preference or Vietnam Era veteran status, disadvantaged and minority or women-owned business enterprises will be afforded equal opportunity to submit bids in response hereto.
