Site work for a civil project in Virginia Beach, Virginia. Conceptual plans call for site work for a bridge / tunnel.

As of April 25, 2023, a design team has not been identified and a construction timeline has not been established. *The previous solicitation is listed below for reference. The City of Virginia Beach, Virginia is soliciting Statements of Interest and Qualifications from interested firms to provide professional consultation, analysis, engineering, design, and other related services for the West Neck Creek Bridge project. This project is part of the Southern Rivers Flood Protection Program Master Project. This project includes a series of in-water miter gates and a stormwater pump station to draw down the water level north of the West Neck Creek Bridge. The gate system would be tied into West Neck Road with earthen levees or a similar flood barrier system. Sections of West Neck Road on either side of the bridge, and possibly the existing bridge, may need to be raised, to ensure floodwaters do not flank the gated system. The gates will remain open outside of storm events and are expected to have a minimal impact on the normal creek flow and habitat. The West Neck Creek Bridge project will effectively block the flood pathway originating from the North Landing River and West Neck Creek, thereby providing protection to residential properties north of West Neck Road. The anticipated scope of services includes, but is not limited to: researching and collecting existing site information and data, conducting site visits, testing and field reconnaissance, topographic surveying, development of typical roadway sections, development of horizontal and vertical alignment alternatives, structural analysis, developing maintenance of traffic plans, developing and/or updating stormwater models, hydrologic and hydraulic analysis and design of drainage systems, analysis and design of specific stormwater quantity and/or quality control devices, geotechnical exploration and analysis, public involvement, preparing applications and providing assistance to the City to pursue federal, state, and local permits, preparation of construction contract documents, and construction phase services. All work performed must be in accordance with the requirements of established state/local programs, codes, regulations, ordinances, policies, guidance documents, manuals, and performance standards and specifications, including the current edition of the Public Works Design Standards Manual. Additional features for evaluation of the design of the project may include but are not limited to, navigability, safety, property protection, property acquisition, pump station siting and access, evaluation of construction methods, flood barriers, supplemental drainage improvements, initial permitting, and coordination with the USACE. This will be a multi-phase contract. This initial phase will develop a Preliminary Engineering Report (PER) with conceptual plans, technical documents, and bridging contract documents (15%-30% design) and serve as the Owners Advisor for the subsequent Design-Build contract. The PER may include an alternatives analysis, a topographic survey, subsurface utility exploration, geotechnical engineering services, wetlands delineations, and public involvement. Subsequent phases will be based on available City, State, and/or Federal funding and may include final design, public participation, utility coordination, environmental permitting, and development of construction contract documents. The successful firm will be excluded from participating in the subsequent design-build contract. The successful firm must demonstrate expertise and experience in design-build contracting; roadway, bridge and other structural engineering disciplines; flood mitigation/flood protections and stormwater management engineering; coastal and large tide gate design, large pump station design; bulkhead design, shoreline stabilization, berm/levee design, coastal processes, sediment transport, geotechnical engineering, stormwater engineering, aesthetics, environmental permitting, and the ability to establish and maintain a process for a high degree of public participation and related coordination for input and resolution of project issues. The firm must document historical success on similar projects and possess knowledge and skills in roadway design, stormwater modeling using MIKE 2021(R) and PCSWMM(R)/EPA-SWMM, water quality and TMDL modeling, geographical information systems (GIS) and other related data sources and databases used for hydrologic and hydraulic evaluations, and construction of similar flood protection projects. Familiarity with the construction practices, hydrology, soils, vegetation, and topography of Virginia Beach is desired. Professional reputation and effective working relationships with applicable federal, state, regional, and local regulatory and regulatory support agencies shall be demonstrated. The successful firm must have a demonstrated knowledge of applicable federal, state, Virginia Department of Transportation (VDOT), and Owner Specifications, Standards, and design guides. The selection criteria requires: (1) Professional qualifications of staff assigned [15%]; (2) Specialized experience in the type of work required [15%]; (3) Familiarity with project and conceptual approach proposed to address those requirements [20%]; (4) Quality of past performance on similar projects [10%]; (5) Experience and qualifications of any consultants [10%]; (6) Evidence of cost control effectiveness [10%]; (7) Current volume of work that could affect ability to complete the work on time [5%]; (8) Accessibility of the project team to the project site [5%]; (9) Capability to provide aesthetic design features in keeping with the City and community goals for a quality outcome [5%]; and (10) Demonstrated ability for a high degree of public participation and related coordination for input and resolution of project issues [5%]. The percentage listed in parenthesis is the weight that each selection criteria will have in the evaluation of the proposals. Offerors are advised that Section 2.2-4342 of the Code of Virginia, i.e., the Virginia Public Procurement Act, shall govern public inspection of all records submitted by the Offeror. Specifically, if Offeror seeks to protect any proprietary data or materials, pursuant to Section 2.2-4342, Offeror shall (i) invoke the protections of this section prior to or upon submission of the data or other materials, (ii) identify the data or other materials to be protected, and (iii) state the reasons why protection is needed. Furthermore, the Offeror shall submit proprietary information under separate cover, and the City reserves the right to submit such information to the City attorney for concurrence of the Offeror's claim that it is in fact proprietary. References may be made within the body of the proposal to proprietary information; however, all information contained within the body of the proposal not labeled proprietary or otherwise not meeting all three of the requirements of Section 2.2-4342 shall be public information in accordance with State statutes. It is the policy of the City of Virginia Beach to encourage the participation of SWAM certified businesses in city procurement activities, including the procurement of professional and other professional services by competitive negotiation. In furtherance of this policy the City adopted sections 2-224.1 through 2-224.8 of the City Code on February 28, 1995. City Council amended sections 2-224.1 through 2-224.8 of the City Code on September 27, 2011, to enact an Enhancement program for SWaM-certified Businesses (commonly referred to as the "Small Business Enhancement Program"). Pursuant to City policy, it is strongly encouraged that the offeror submit a Small Business Subcontracting Participation Plan detailing the SWaM-certified businesses, certified by the Commonwealth of Virginia Department of Small Business and Diversity, that the offeror intends to utilize to perform the services indicated in the scope of services. Statements of Interest and qualifications should be limited to 25 pages (excluding cover page, minimum 12pt font). The Firm Data Sheet and resumes (if needed) can be included in an appendix that will not count towards the 25-page total. Interested parties should submit sealed statements of interest and qualifications. One hardcopy and one electronic copy shall be submitted. The electronic copy shall be in pdf or other "readable only" format and shall be placed on a USB compatible flash drive. The original hardcopy and any other required copies shall be placed in a sealed envelope or package that should be identified with the solicitation number, the Date and Time of closing, and the name and address of the Respondent.
