Request for proposals city of tulare, california community services department project name: live oak park and prosperity sports park playground replacement project Proposals are required for the entire work described herein. No proposal will be received unless it is titled: CITY OF TULARE, CALIFORNIA Live Oak Park and Prosperity Sports Park Playground Replacement Project The City of Tulare is currently seeking to retain a Consultant Firm to design, supply and install playground equipment and associated improvements at Live Oak Park and Prosperity Sports Park. Proposing firms should have experience in designing and supplying playground equipment and associated improvements. Proposals shall be submitted by Consultants (or Firms) that meet the minimum qualifications listed in Section I-C, "MINIMUM QUALIFICATIONS", and have a capable and demonstrable background in the type of work described in Section II, "SCOPE OF SERVICES." In addition, all interested firms shall demonstrate that they have sufficient, readily available resources in the form of trained personnel, support services, specialized consultants and financial resources to carry out the work without delay or shortcomings. This RFP is being issued by the City of Tulare Office of the Community Services Department, Parks Division. Any revisions to the RFP will be issued and distributed as addenda. Respondents are specifically directed not to contact any other City personnel for meetings, conferences or technical discussions related to this RFP. Failure to adhere to this policy may be grounds for rejection of proposals. The City of Tulare will not be liable for costs incurred by the consulting firms' incidentals to the preparation of proposals, or for developing and carrying out interview presentations, if required. Submission of a proposal indicates acceptance by the firm of the conditions contained in this RFP and the Fee Proposal unless clearly and specifically noted in the proposal submitted and confirmed in the contract between the City of Tulare and the firm(s) selected. Please monitor the website for all information regarding this RFP. The City will not be sending individual notifications of changes, updates, clarifications, and/or addenda. The City also hereby affirmatively ensures that Minority Business Enterprises and Disadvantaged Business Enterprises (DBE), as defined in 49 CFR, Part 26, shall have the maximum opportunity to participate in the performance of contracts financed, in whole or in part, under this agreement and will be afforded full opportunity to submit bids in response to this notice and will not be discriminated against on the basis of race, color, national origin, ancestry, disability, gender or religion in any consideration leading to the award of contract. No qualified disabled person shall, on the basis of disability, be excluded from participating in, be denied the benefits of, or otherwise be subjected to discrimination under any program or activity leading to the award of a contract. All persons or entity responding to this invitation shall be aware that their proposal is deemed a public record and may be subject to disclosure upon request. The right is reserved by the City of Tulare to reject any or all responses, to waive any irregularities or informalities not affected by law, to evaluate the proposals submitted and to award the contract according to the proposal which best serves the interests of said City. Deadline to submit questions regarding this RFP is on Friday, September 23 rd , 2022 at 5:00 p.m. Work is to include the design, furnish, and install of a new play system within the existing play area boundaries with no alterations to existing concrete curbs for both project sites at Live Oak Park and Prosperity Sports Park. o A minimum of twelve (12) inches of certified wood fiber ADA fall safety surfacing shall be installed throughout the playground and swing area. o An ADA pour-in-place rubberized fall surfacing 1 1/2 " thick for falls up to 3' adhered to a 4" thick concrete pad, 8' wide x 11' length, 88 square feet plus 30 linear feet of turned down sloped edges to include a five foot turn around for wheelchair at the transfer platform for accessibility to and from the playground composite structure for handicap children. This project will be the final turnkey step in completing the overall Live Oak Park and Prosperity Sports Park Playground Replacement Project. Playground suppliers shall submit a maximum of two (2) designs per project site. Suppliers should base their playground equipment designs on meeting all accessibility and safety standards as well as the guidelines and specifications listed in this RFP. Quality of equipment components, quality of design, play value, cost and appropriateness to location and target demographic must be taken into consideration and stay within the approved budget: o Live Oak Park - project budget amount of $117,000.00. Design, furnish, and installation shall not exceed $106,300.00 with 10% contingency. o Prosperity Sports Park - project budget amount of $38,000.00. Design, furnish, and installation shall not exceed $34,500 with 10% contingency.
