A. The work to be performed under this specification shall consist of clearing vegetation from City of Buford easement areas, rights-of-way, and associated facility sites on a scheduled and/or emergency basis. (In the following discussion "easement" refers to easement areas and associated facility sites.). B. While easement and rights-of-way clearing does not require the removal of all trees it will remove those trees and other vegetation that might otherwise hinder the utility from operating fully. The Bid will be on the basis of materials and equipment specified or described in the Bidding Documents without consideration of possible substitute or "or-equal" items. Consideration for substitutions will not be made until after the Contract is awarded. Owner reserves the right to reject any or all Bids, including without limitation, the rights to reject any or all nonconforming, nonresponsive, unbalanced or conditional Bids and to reject the Bid of any Bidder if Owner believes it would not be in the best interest of the Project to make an award to a Bidder, whether because the Bid is not responsive, or the Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the Owner. Bidder accepts all of the terms and conditions of the Instructions to Bidders. This Bid will remain subject to acceptance for 60 days after the day of Bid opening, or for such longer period of time Bidder may agree to in writing upon request of City.
