A firm timeline for construction has not been determined. *The closed solicitation has been included below for reference: The US Department of Labor, Office of Job Corps, has a requirement for a qualified firm to provide design and construction services for the Dormitory Building 6 HVAC Upgrades at the Carville Job Corps Center located in Carville, Louisiana. THIS IS A SOURCES SOUGHT NOTICE. In accordance with the Federal Acquisition Regulation (FAR) 10.002(b) (2) (i), this notice is being issued for the purpose of conducting market research. Market research is being conducted to determine if there are potential businesses with the capacity and experience to perform the required work. This Notice is not to be misconstrued as an Invitation for Bid or a Request for Proposal. This request for capability information is not a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. The full extent of the work will be described in the solicitation, which may follow at a later date. However, a summary of the services to be performed is provided as follows. This work involves design and construction services for the demolition of 18 split system unit components (indoor air handling units and outdoor condenser units) with the installation of 10 new ground mounted packaged gas-fired/air conditioning HVAC units, and the demolition and replacement of approximately 26 roof mounted exhaust fans. This work will also require new HVAC system controls, and rebalancing of HVAC air distribution for the entire dormitory building. All required electrical service connection upgrades is also a requirement of the services to be performed. The design services include, but are not limited to, field investigation and an assessment of the existing building HVAC system, determination of projected HVAC loads, corresponding projected electrical loads, and the preparation of the design documents. The design must comply with local building codes and requirements. The estimated cost range is between $1,000,000 and $5,000,000. Firms interested in this requirement are requested to submit a statement of qualifications. Your statement of qualifications should demonstrate the capacity of your firm to provide the services above and shall also include the following information. 1. Previous projects performed that are similar in scope and value Your submittal shall provide two or more design-build HVAC replacement projects performed by your firm with a $1,000,000 to $5,000,000 constructed value completed within the last five years. 2. Project location The previous project examples shall include three or more projects completed that are in the region where this project is located indicating familiarity with the state, local codes, environmental and economic conditions, and experience with local design consultants. Your project shall include the location of the project (city and State), the project owner, a concise description of the project scope, specialty design consultants. 3. Cost control, project schedule, safety, and quality of work Your summary of qualifications shall demonstrate a proven record of excellent performance by completing projects on or ahead of time. Using the previous project examples include the Contract Award/NTP date, the original contract completion date, and the actual contract completion date for each project. Demonstrate a proven record of excellent performance by reducing cost and completing projects on or below budget. Using the previous project examples indicate the contract award amount, the final contract value, and a percentage of change order value relative to the total construction value for each project. Please include with your submission your established Safety and Quality Control procedures and protocols which are consistently applied to all projects. 4. Financial Capabilities Your bonding capacity shall also be included with your submission. Please provide your aggregate and per project bonding, capacity limits. The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; and 2) secure and apply the full range of corporate and financial, human capital and technical resources required to perform similar requirements. Your submittal should not exceed 10 pages. Your response to this Notice is due no later than September 16, 2022, by 2:00pm EDT and shall be submitted to Eileen Garnett, Contract Specialist, US Department of Labor/OASAM/OSPE/JCAS, A/E and Construction, via email to: garnett.eileen@dol.gov. HUBZone, small disabled veterans, small, disadvantaged businesses, 8(a) certified, and women owned, and large business concerns are encouraged to submit a response to this notice. The NAICS Code is 238220. Acknowledgement of responses will not be made, nor will respondents be notified regarding the results of the Government's evaluation of the information received. The determination to proceed with the acquisition is at the discretion of the Government. Telephone inquiries will not be accepted. A prospective Offeror interested in obtaining a contract award with the Government must be registered in the Federal Government's System for Award Management (SAM). Additional information regarding contractor registration can be obtained through the following website, www.SAM.gov. The method of contractor selection has not been determined at this time. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
