Site work for a water / sewer project in Stratford, Connecticut. Conceptual plans call for site work for a water / sewer project.

As of June 14, 2024, an engineer has been awarded. No information regarding a timeline for construction has been established yet. The "south end" of the Town of Stratford ("Town") is situated between Lordship Boulevard (Route 113) and Stratford Avenue (Route 130) and is a low lying, flat part of the town adjacent to the shoreline area. The topography and low elevation in relation to the tide means that it is difficult for the rainfall runoff to drain. The study will evaluate alternatives to alleviate flooding of roads and basements during a variety of rainfall events and will be performed in coordination with other on-going initiatives. The Town is simultaneously working on Coastal Resiliency study that will evaluate the alternatives to mitigating coastal flooding and to ensure the community is resilient in the event of a coastal flood. The Town will also be initiating a Repetitive Loss Analysis, which will likely include some areas of the south end. The Town has also met with the CT DEEP to discuss the issues of flooding in the south end and obtain input on the feasibility of storm pump stations to help relieve rainwater flooding.The Town is also in the process of updating its Plan and Conservation and Development, which is a ten year visioning document for identifying physical growth and development goals and objectives of the Town for the next decade. The Town is interested in engaging a Civil Engineer to perform hydrologic and hydraulic analyses and develop alternatives to effectively resolve longstanding road and property flooding due to excessive rainfall. Due to the elevation of the area infrastructure in relation to the elevation of varying tides of Long Island Sound, the consultant would evaluate the use of underground storage, surface storage (evaluate the effectiveness of raingarden type drainage structures and other surface storage options), and the use of pumps to assist in draining the area. The consultant shall factor in the use of rainfall data for current and projected rainfall events, as well as, factor in the elevation of the tides due to sea level rise utilizing appropriate standards. The consultant shall discuss how these factors impact the recommendations of the report.
