St. Louis County, Missouri, is hereby soliciting statements of qualifications and experience from airport consultants for the following project at the Spirit of St. Louis Airport: Master Plan and ALP Update The master plan update will be consistent with FAA AC/5070-6B, Airport Master Plans. Elements of focus will include: Pavement Inventory and Condition Assessment (with estimate of remaining useful life) Updated Traffic Forecast AGIS Update (safety critical data only) Facility Requirements Runway and Taxiway Reconstruction Alternatives Reconstruction Implementation Strategies Environmental Overview Comparative Safety Assessment Preferred Reconstruction Alternative Selection Updated Airport Layout Plan Set (including Exhibit A) Selection processes and criteria are identified within FAA Advisory Circular 150/5100-14E and may include, but will not be limited to: Qualifications Comparable recent experience Knowledge of FAA regulations, policies, and procedures An implemented Affirmative Action Program Capacity to perform work in the allotted time Capability to complete projects within budgets Familiarity with, and proximity to the project Fees will be negotiated as grants are obtained. Consultants shall not include fee or cost information when responding to this solicitation.
