This is the first phase (Phase One) of a two-phase process: the first phase will evaluate the qualifications of all interested suppliers; the second phase (Phase Two) will invite the qualified suppliers to provide a financial bid on the project based on the specifications and drawings. The qualification list will expire within 60 days or upon award of a contract in Phase Two, whichever is earlier, and the prequalification list will not be used in any other solicitation. Public Works and Government Services Canada (PWGSC/PSPC), Real Property Branch, has a requirement for a qualified general contractor to provide all construction services to complete Electrical and Mechanical Repair at the Walpole Island Swing Bridge. The Contractor shall utilize, to their fullest extent possible, Local Content such as local labour, goods, and services from the WIFN. A minimum of 10% of the total tender amount is to be allocated for Local Content. The Walpole Island Swing Bridge is located west of Wallaceburg, Ontario, on the eastern boundary of the Walpole Island First Nation (WIFN) and provides the only land-based access to Walpole Island. The bridge was constructed in 1968 and carries two lanes of traffic and two sidewalks over the Chenal Ecarte (Snye) River, a navigable waterway linking Lake Huron to Lake St. Clair. Each bidder must provide with their bid a certification that they have substantially completed a minimum of three (3) bridge rehabilitation projects in the last ten (10) years, each with a contract value of at least $500,000 not including taxes.
