The work to be done in general consists of mobilization; traffic control; water pollution control program; clearing, grubbing and root pruning; cold planning of asphalt roadway; placement of Hot Mix Asphalt (HMA) materials; crack sealing; lowering and adjusting utility covers to finish grade; removal and replacement of traffic striping; removal and replacement of roadside signs; and all other work shown on the Plans and as specified in these Special Provisions. The Contractor shall possess at least one of the following valid Contractors licenses at the time the bids are opened: Class "A," General Engineering Contractor or Class "C-12," Earthwork and Paving Contractor The bidders attention is directed to the section of the Special Provisions regarding the requirement to enter into a Project Stabilization Agreement ("PSA") for City construction projects funded in whole or in part with City of Concord funds where the engineers estimate or bid amount exceeds $750,000.00. The PSA also includes Helmets to Hardhats requirement. A copy of the PSA is attached and incorporated by reference. The City Council has ascertained that State of California prevailing wage rates are applicable for this and all City projects. The Contractor may elect to receive 100% of payments due under the contract from time to time, without retention of any portion of the payment by the City, by depositing securities of equivalent value with the City in accordance with the provisions of Section 22300 of the Public Contract Code and with applicable City regulations. Such securities, if deposited by the Contractor, will be valued by the Citys Finance Director, whose decision on valuation of the securities will be final. The deadline for submitting questions about this project is 4:00 p.m. on Tuesday, April 2nd, 2024. Bids shall be in a sealed envelope entitled RESIDENTIAL PAVEMENT MAINTENANCE, PHASE B: PAVING - ZONES 4O, 5C & 5D All Bids Shall Be Presented Under Sealed Cover and Shall Be Accompanied by Cash, Cashiers or Certified Check or a Bidders Bond Executed by a Corporate Surety Insurer. The Bidder's Guarantee Shall Be in an Amount Equal to at Least Ten Percent (10%) of the Amount Bid and Made Payable to the City of Concord.
