This is a service / maintenance or supply contract in Lincoln, New Hampshire. Contact the soliciting agency for additional information.

The project includes the following work: Furnish all labor, materials, equipment, and appurtenances required to provide an aerator mixing system within the existing lagoons at the town's wastewater treatment plant. The existing wastewater lagoons are a 2-lagoon, 4-cell system (see Figure 1 attached). The proposed mixing system will work in tandem with the eight existing surface mechanical aerators (see Figure 2 attached) with the primary goal of improving the long-distance circulation within the lagoons while reducing the reliance on the existing grid-powered aeration system. The proposed mixing system must meet the following minimum criteria: 1. The manufacturer shall provide equipment suitable for operation with the following design parameters; Influent flow rate of 600,000 gallons per day Influent BOD of 281 mg/L BOD loading of 1,406 lbs/day 2. The proposed system shall meet the following performance guarantees and features: System shall be of stainless-steel construction, type 316 for corrosion resistance, or approved equal Circulation equipment motor shall be; o Brushless, utilizing hall effect commutation to avoid brush replacement o Direct drive, with no gearbox to avoid lubrication maintenance o Utilize stainless steel bearings requiring no scheduled lubrication and with a bearing life expectancy greater than 100,000 hours of continuous operation o Utilize a sealed hosing with polymeric encapsulated internal windings o Utilize less than 48 volts DC power oMotor controller shall include: o Control box with sufficient submersible electric cable to run from machine to shore along tether line. System shall be 3-phase and capable for use with 120 VAC power (utility connection provided by owner). o Digital electronic control system, with LED flash code diagnostics, SCADA output system, operation backlog storage o Anti-jam reverse capabilities, Operation schedule input system including reverse cycle scheduling abilities, Motor status monitoring & recording, Secured Digital Car Reprogrammable, Fused main power line, Manual on/off switch, Low voltage shutoff, NEMA 4 Enclosure System shall include an adjustable horizontal water intake system capable of being field adjusted to a set level below the water surface without requiring machine removal and redeployment o Intake system shall be capable of passing up to 4-inch (10cm) spherical solids through intake and propeller System shall include a flotation system meeting the following criteria: o Utilize closed-frame, adjustable float arms o Be constructed of polyethylene resin containing ultraviolet (UV) inhibitors to prevent deterioration in marine environments, or approved equal System maintenance requirements shall be limited to the following: o No scheduled lubrication required for any system components including motor or motor bearing o No tools beyond normal cleaning supplied and common hand tools required for any scheduled maintenance o System shall be equipped with swinging latched gates for easy access to digital controller, motor, and impeller assembly for inspection System shall have a 24-month warranty from the equipment manufacturer Anticipated Equipment (or as recommended by the mixing system vendor/manufacturer): Four (4) high torque, direct drive mixer units Four (4) intake hose assemblies 1,600 linear feet (LF) stainless steel cable (for tethering) Four (4) tethering anchor systems 800 LF electrical cable. Prospective bidder services and price proposal shall include all related freight charges, equipment installation costs, warranty, and start-up operator training provided by the manufacturer, complete. The Town reserves the right to reject any or all bids, to waive technical or legal deficiencies, and to accept any bid that the Town may deem to be in the best interest of the Town. To the Town of Lincoln, New Hampshire, herein called the Owner, the undersigned, as Bidder, declares as follows: 1. All interested in the Bid as Principals are named herein. 2. This bid is not made jointly, or in conjunction, in cooperation or in collusion with any other person, firm, corporation, or other legal entity; 3. No officer, agent, or employee of the Owner is directly or indirectly interested in this Bid. 4. The Bidder has carefully read and examined the bid documents and agrees to be bound by the terms and conditions set forth therein; 5. The Bidder understands that the Bidder will supply or perform all labor, services, plant, machinery, apparatus, appliances, tools, supplies, and all other activities required by the bid documents in the manner and within the time therein set forth and that the Bidder will take in full payment, therefore, the following item prices as set forth below. 6. The Bidder will be responsible, before excavation work begins, to identify and mark all underground utility lines. 7. The Bidder will have the work completed by September 1, 2023. Bids are to be submitted on this form, in a sealed envelope, plainly marked on the outside with the Bidder's name and address and the Bid Proposal name as it appears at the top of the Proposal Form. Owner reserves the right to reject any and all bids and to use good judgment in the determination of fair value. Although price is the main factor, vendors are advised that other factors will also be considered which may result in the award of a contract to a non-lowest price bidder. In the event of a tie, the owner reserves the right to further negotiate terms after bid opening with one or more bidders to determine which vendor offers the best overall value. This project is being funded by the New Hampshire Department of Environmental Services, State Revolving Loan fund. By submitting a proposal for services, the Contractor agrees to the attached general terms and conditions found in Exhibit A. Contractor is directed to initial and date these conditions to confirm acceptance.
