SCOPE OF WORK The City of Taylor is seeking proposals to provide monthly site visits with the provision of monthly inspection reports and housekeeping activities for identified pump stations and water features. Further services include responding to call-out requests from the City of Taylor and/or Lakes of Taylor staff, responding to emergency call outs on an as-needed basis for both the Cooper Street Sanitary Sewer Pump Station and the Monroe Street Storm Water Pump Station and providing estimates relative to work beyond maintenance or call out services identified in this Request for Proposal (RFP). Description of Pump Stations and Water Features Cooper Street Sanitary Pump Station The Cooper Street Pump Station is a duplex "steel can" type sanitary lift station. It is located behind the Evangel Baptist Church on Cooper Street, near the intersection of Telegraph and Pennsylvania Roads in the City of Taylor, Michigan. This station was constructed in the late 1960's and has a maximum capacity of 500 gpm. This unmanned suction style pump station, supplied by General Electric, is used to pump sanitary sewage from the local community into the sanitary sewer system. The station operates using two centrifugal, 6-inch, 250 gpm Wemco pumps. The pumps are driven by 10 HP - 230V - 3 phase - 60Hz @1165 rpm motors. The adjacent wet well is a precast concrete structure. Monroe Street Storm Pump Station The Monroe Street Pump Station is a duplex storm water lift station. It is located in a small concrete building on Monroe Street underneath Interstate 94 (I-94) in the City of Taylor Michigan. This pump station was built in the early 2000's and has a maximum capacity of 2,400 gpm. The station pumps storm water from the storm water collection system along Monroe Street and pumps it to the nearby drainage ditch connected to the Ecorse Creek. The station operates using two Cascade mixed flow 10-inch, 1200 gpm pumps. The pumps are driven by 30 HP 230V -3 Phase - 60HZ @ 1800 rpm motors. The pre-cast concrete wet well is located under the floor of the concrete building. Westlake Pump Stations (Lakes of Taylor Golf Course); Ps-1 and Ps -2 The Westlake Pump Stations (PS-1 and PS-2) are located within the Lakes of Taylor Golf Course adjacent to Westlake Road. Pump Station 1 (PS-1) includes 2 - 46 HP, 6700 GPM submersible pumps. These two pumps function to take stormwater from the nearby lake and discharge it into the Frank & Poet Drain when the elevation of the lake becomes to high. The two pumps have a 12" discharge pipe increasing to 16" discharge pipe prior to an elbow leading into a valve vault with a 16" swing check valve and a 16" gate valve. Pump Station 2 (PS-2) utilizes three (3) 3HP submersible pumps. The intended function of these pumps is to take stormwater from the 12" inlet coming from the Frank & Poet Drain and discharge it into the nearby Lakes of Taylor lake when the elevation of the lake becomes too low. The three pumps have a 4" discharge with a 4" check valve; the discharge then proceeds to increase from 4" to 8" and combine into a single 8" discharge header. A condition assessment report was completed in June 2022. The report concluded by recommending rehabilitation and replacement of the pump station process, mechanical and electrical equipment. Design plans and specifications are currently being prepared to include the following: Pump Station No. 1 - Replacement of the slide gate and actuator, pumps, valving, piping and electrical equipment (wet well to remain as is and be reused) Pump Station No. 2 - Replacement of the pumps, valving, piping and electrical equipment (wet well to remain as is and be reused). The work is intended to be bid in early fall 2022 with construction commencing as soon as possible; understanding procurement of parts may equate to a potential delay. The scope of work included in this RFP will include providing monthly inspections for PS-1 and PS-2 beginning in October 2022 and continuing until construction on the pump stations begins. Monthly inspections will then begin again upon substantial completion of the rehabilitation Work. Large and Small Water Features (Lakes of Taylor Golf Course) The large and small water features are located immediately on the east side of the Lakes of Taylor Golf Course clubhouse. Design plans and specifications are currently being prepared to include rehabilitation, pump replacement and the relocation of the electrical panel to an above-grade location. The work is intended to be bid in early fall 2022 with construction commencing as soon as possible; understanding procurement of parts may equate to a potential delay. Monthly inspections for the water features are not anticipated to be required until substantial completion of the rehabilitation effort as the pumps are currently not functioning.
