Major Maintenance 2023 includes, but is not limited to, installation and/or replacement of eighty-four (84) 6-inch through 36-inch valves of various types, removal and replacement of existing filter media, filter control network modifications, replacement of chemical feed pumps, installation of fall protection davit arm bases at various locations, and other work within the Fairfield-Suisun Sewer District's Wastewater Treatment Plant, as shown in the Project technical specifications and plans. The site of the WORK is located at the Fairfield-Suisun Wastewater Treatment Plant at 1010 Chadbourne Road in the City of Fairfield. The WORK must be completed within three hundred twenty (320) calendar days after the commencement date stated in the Notice to Proceed. The Notice to Proceed will be issued in accordance with the provisions of the Contract Documents BID SECURITY: Each Bid shall be accompanied by a certified or cashier's check or Bid Bond executed by a California admitted surety insurer in the amount of 10 percent (10%) of the Total Bid Price payable to the Fairfield-Suisun Sewer OWNER as a guarantee that the Bidder, if its Bid is accepted, will execute the Agreement within 14 calendar days after receipt of the agreement forms from OWNER, and will furnish the insurance certificates and endorsements, Payment Bond, and Performance Bond required by the Contract Documents within such 14 days. PAYMENT AND PERFORMANCE BONDS: The Bidders are advised that the Contract Documents require a payment bond and a performance bond, each in the amount of 100 percent (100%) of the Contract Price, to be written by California admitted surety insurers. The Bidder shall guarantee the Total Bid Price for a period of 90 calendar days from the date of bid opening. In accordance with the provisions of California Public Contract Code Section 3300, the OWNER has determined that the CONTRACTOR shall possess a valid Class "A" General Engineering Contractor License at the time that the Bid is submitted. Failure to possess the specified license shall render the Bid as non-responsive and shall act as a bar to award of the Contract to any Bidder not possessing said license at the time of Bid submittal. California Labor Code Section 1771 provides "Except for public works projects of one thousand dollars ($1,000) or less, not less than the general prevailing rate of per diem wages for work of a similar character in the locality in which the public work is performed, and not less than the general prevailing rate of per diem wages for holiday and overtime work fixed as provided in this chapter, shall be paid to all workers employed on public works." In accordance with California Labor Code Section 1773.2, OWNER advises that copies of the prevailing rate of per diem wages are on file at OWNER's principal office, which shall be made available to any interested party on request. Prospective bidders are not allowed to enter the Fairfield-Suisun Wastewater Treatment Plant and project area without a prior appointment with the District. All questions or other communications relative to this WORK shall be directed to the ENGINEER prior to opening of Bid.
