The Northern Indiana Commuter Transportation District ("District") is seeking engineering services to include a complete NEPA analysis, FAA screening, final project design and completion of a public bid document plan/specifications for all aspects of non-force account construction for the South Bend Realignment Project. All proposals must meet NICTD's specifications as further described in the Proposal Packet. Proposals shall be submitted electronically using the NICTD Plan Room submission link, located at the top left of the Project Information page. Proposals shall be submitted in a ZIP folder, with files clearly marked "South Bend Realignment -Technical or Price Proposal." Proposals shall be submitted on forms contained in each proposal package Proposals must set forth full, accurate and complete information as required by the instructions in the proposal package. Failure to do so may result in rejection of a proposal. NICTD's Disadvantaged Business Enterprise (DBE) participation goal for these projects is twenty percent (20%) of the proposal price. Proposers are required to make good faith efforts to meet or exceed the District's goal. NICTD reserves the right to reject any and all proposals and waive technical defects if, in its judgment, the interests of NICTD so require. NICTD will interview and enter into negotiations with any proposer it deems appropriate in its sole discretion. NICTD reserves the right to accept any proposals within 90 days after the time of the opening of the proposals, during which time no proposal shall be withdrawn. The method of Contractor Selection has not been Determined at this time.
