Renovation of a residential development in Waynesboro, Virginia. Completed plans call for the renovation of a residential development.
The Waynesboro Redevelopment and Housing Authority (WRHA) is seeking a Mechanical Contractor to replace the central space heating, space cooling, and air handling systems, and controls at its Springdale Midrise. SCOPE OF SERVICES Demolition and disposal of the existing gas-fired boilers, split system chiller, circulating pumps, controls, mechanical room piping, valves, and appurtenances. Demolition and disposal of a mechanical room outside air handling unit. Provision and installation of new gas-fired condensing boilers to provide space heating. Provision and installation of new Flues. Provision and installation of a new split system chiller. This includes and equipment room chiller and a roof mounted condensing unit. Provision and installation of a new building automation system and digital controls. Provision and installation of replacement piping, pipe insulation, valves, and two-pipe heating and cooling system appurtenances. Provision and installation of electrical equipment (circuits, breakers, panel boards, wiring, etc.) to support the new installations. Construction of a partition wall in the mechanical room. CONTRACTOR REQUIREMENTS Contractor shall be licensed in the Commonwealth of Virginia and in good standing with local, state, and federal regulatory groups. Contractor shall not be disbarred by the U.S. Department of Housing and Urban Development (HUD) and from participation in projects receiving HUD funding. Contractor shall have a minimum of five (5) years' experience in the installation of central heating and cooling equipment. Contractor shall have (at minimum) the following insurance: o Commercial General Liability $1,000,000.00 per occurrence $2,000,000.00 general aggregate o Umbrella Liability $5,000,000.00 per occurrence and aggregate o Workers Compensation $500,000.00 per accident MISCELLANEOUS Contractors must comply with Davis-Bacon wage rates and provide weekly wage reports. The Springdale Midrise will be occupied during construction. Provisions must be made to maintain space heating, space cooling, and domestic hot water during construction. SUBMISSION REQUIREMENTS 1) Summary of organization ability to provide and install mechanical systems, controls, and electrical systems. 2) Descriptions of previous experience, including phased projects in occupied buildings. 3) Financial statements for the two (2) preceding fiscal years. 4) Complete forms which can be found at link below. o 5369 & 5369A o 5370 o 51915 & 51915A Forms Resource | HUD.gov / U.S. Department of Housing and Urban Development (HUD) 5) Provide any certifications the organization holds as a: Small business enterprise Minority business enterprise Woman-owned business enterprise Disabled veteran-owned business enterprise Section 3 business enterprise 6) Provide a strategy for satisfying the HUD requirement for employing residents of the WRHA. 7) Three (3) references with contact information.
