Work on the improvementshall commence on or before the date specified in the written "Notice to Proceed" and shall be substantially complete by April 15, 2023. The final completion date shall be May 15, 2023. Liquidated damages in the amount of $1,500.00 per calendar day will be assessed for each day that the work shall remain uncompleted after the end of the Substantial Completion date, and $750.00 per calendar day will be assessed for each day that the work shall remain uncompleted after the end of the Final Completion date, with due allowance for extension of contract period due to conditions beyond the control of the Contractor, as approved by the Owner. Liquidated damages for failing to attain timely Substantial Completion and Final Completion are not additive and will not be imposed concurrently. Each bidder shall accompany its bid with bid security as defined in Iowa Code Section 26.8 and as specified by the City of Dyersville, Iowa. The bid security shall be 10% of the total amount of the bid Warranty Period The improvements shall be kept and maintained in good repair for a period of two (2) years after final acceptance of the project by the Owner. General Nature of Public Improvement The extent of the work involved in the Dyersville East Road Utilities Extension 2022 Sanitary Sewer and Force Main project consists of sanitary sewer and force main construction from the City connection to the northeast corner of the intersection of Dyersville East Road and Lansing Road. Bid Tabulation - The bid totals will be available at and after the public bid opening. However, an itemized bid tabulation will not be publicly available until after the Owner awards the contract. Funding Agency Requirements This project will be partially funded with Federal funds from the United States Department of Commerce, Economic Development Administration (EDA) and therefore is subject to the Federal laws and regulations associated with that program. The EDA has special requirements and certifications that are implemented into the Bidding Requirements and Contract Documents. Per Federal Funding Program requirements, Buy American provisions apply to this Project. Consistent with Executive Order 13858, Strengthening Buy-American Preferences for Infrastructure Projects, the Bidder is encouraged to use, to the greatest extent practicable, iron and aluminum as well as steel, cement, and other manufactured products produced in the United States in every contract, subcontract, or purchase order. Davis-Bacon prevailing wage rates will apply to this project and are included in this specification or will be provided in an addendum. The City of Dyersville hereby reserves the right to reject any or all bids and to waive informalities and irregularities and award a contract as deemed to be in the best interest of the city.
