The City of Newton is seeking the services of a qualified consultant to prepare a comprehensive plan. Additionally, but not a part of this RFP, the city will seek the services to complete a Zoning Ordinance update after the comprehensive plan is adopted. A statement of your firm's capability for such should be included with the proposal. This project is the consolidation and update of the adopted plan, which includes several studies and plans with specific topics over the past several years. These studies and plans include small area, historic preservation, utilities, environment, transportation, economic development, corridor and growth plans. Consultation with major stakeholders, committees and the public are essential to the process. The Comprehensive Plan will primarily be a graphics-based document including maps, infographics, charts, complete with an executive summary. The consultant will be responsible for: General management of the project Drafting and preparation of the plan documents, both printed and electronic Graphics, mapping, handout outs, flyers and other material and services Data collection, analysis and presentation Organization and facilitation of public meetings A twelve (12) month timeframe is established for the completion of this project. The City of Newton reserves the right to reject any and all proposals, waive technicalities, and judge the suitability of the proposed services for its intended use, and further specifically reserve the right to make the award in the best interests of the City and negotiate the total fee amount. The method of contractor selection has not been determined at this time.
