The City of Portage is accepting emailed proposals from qualified firms to provide engineering design services. A recommendation will be submitted to the City of Portage Redevelopment Commission at their regular meeting on November 17, 2022 at 4:00 p.m. Purpose and Objective The purpose of this Request for Proposal (RFP) is to obtain proposals from qualified engineering / architectural design firms (or, teams) interested in contracting with the City of Portage Redevelopment Commission to provide desired services as outlined in this RFP. The City has identified the following objectives: 1. To provide a multi-use sports facility in downtown Portage dedicated to playing, training, and recreation 2. To provide a facility that extends the programming season 3. To provide a recreation facility for all community members to enjoy Background The City of Portage Redevelopment Commission purchased the former Portage Little League Baseball Complex located in downtown Portage in November 2021. Soon after, the Commission hired HWC to prepare a site master plan. The master plan (March 2022) outlines an outdoor and indoor community recreation program. The Commission, after careful deliberation, has decided to move forward with the outdoor program outlined in the master plan. Scope of Services The scope of services (site and concession building) includes Site Survey, Geotechnical, Title Searches, Private Utility Locates, Construction Documents, and Bidding Services. Construction Administration and Construction Inspection Fees are requested (for reference only). Last date / time to submit questions regarding the RFP: Monday, September 26th noon (local) Invitations - Interviews / Presentations (if necessary): Friday, October 28th Interviews/Presentations (if necessary): week of November 6th Notification of selection: Thursday, November 10th Recommendation to RDC: Thursday, November 17th Delivery of Work: March 9, 2023 Presentation to RDC: March 23, 2023 Engineering Profile Respondents to this RFP shall include the following minimum information in their proposal: o General Qualifications o Specific Qualifications - special and unique qualifications as they relate to this project including, but not limited to, community/park construction, sustainable site and building design, interior build-outs. o Staff Qualifications - key personnel and the role of each key staff member in the project. o Previous Experience. Five (5) projects most similar, estimate construction cost, client and client contact information. Proposal Response Respondents to this RFP shall include the following minimum information in their proposal: o How engineer / architect will organize and perform the work described in the Scope of Services. Sub-consultants and the services they will provide to be listed here. o Project Schedule and expectations / obligations of the City to complete the scope of work by March 9, 2023. o Provide a fee proposal including all meetings needed and all reimbursable costs. o Provide a description to any possible additional related costs and/or fees that the City might incur as a result of the scope of work listed in this RFP.
