Contractor agrees to provide Drain Inlet Facilities Inspections and Data Analysis Reporting to the California Department of Transportation (Caltrans) located along Caltrans Rights-of Way and Caltrans Highways in Los Angeles County and Ventura County Bidders Minimum Qualifications 1. Bidder shall possess at the time of bid submittal and for the duration of the Agreement, a valid and current Class A - General Engineering Contractor license and a HAZ-Hazardous Substance Removal Certification issued by the California Contractors State Licensing Board (CSLB) 2. Bidder shall possess at the time of bid submittal and for the duration of the Agreement, a valid and current Motor Carrier Permit issued from the California Department of Motor Vehicles (DMV) as described in Item 7 of this Invitation for Bid and in Exhibit E of the Proposed Forms of Agreement, Attachment 13. 3. If subcontracting out the Traffic Control work, Subcontractor shall possess a C-31 Construction Zone Traffic Control license issued be the CSLB. 4. Bidder shall possess at the time of bid submittal and for the duration of the Agreement, a valid and current registration with the Department of Industrial Relations (DIR). As required by Executive Order S-02-06, the California Department of Transportation (Caltrans) is committed to meeting the State's 25 percent (25%) Small Business (SB) participation goal. Certified SBs, Micro Businesses (MB) and contractors willing to commit to subcontracting a minimum of 25 percent (25%) of their net bid price to certified SBs or MBs (if applicable) are encouraged to submit bids. See Section D, Special Programs, Item 1, in this IFB for requirements. The DVBE Participation Program applies, and a three percent (3%) goal is required for this IFB. The DVBE Incentive Program may also apply to this IFB. See Section D, Special Programs, Item 2, in this IFB for requirements. This Agreement requires Prevailing Wages if the total bid amount exceeds $15,000. If the total bid amount is under $15,000, then Prevailing Wage language will be removed prior to award. Refer to Attachment 13, Proposed Form of Agreement, for requirement details. Questions regarding this IFB must be submitted in writing by 09/15/2022. Bidders are encouraged to submit their written questions via e-mail to timothy.murphy@dot.ca.gov. This Agreement will commence on October 1, 2022 (estimate), or upon approval by the Department of General Services (DGS), whichever is later, and no work shall begin before that time. This Agreement is of no effect unless approved by DGS. Contractor shall not receive payment for work performed prior to approval of the Agreement and before receipt of notice to proceed by Caltrans Contract Manager. This Agreement will expire on September 30, 2024 (estimate). The services shall be provided during 8:00 a.m. to 4:00 p.m., Monday through Friday for Day Crew Operations, as described herein, and 8:00 p.m. to 5:00 a.m., Sunday through Friday for Night Crew Operations, as described herein, except State holidays. The parties may amend this Agreement as permitted law. The estimate for this current contract is $4,000,000.00 over two years Proposed Award Date (estimate) 09/30/2022
