Request for Qualifications The New York Office of Parks, Recreation and Historic Preservation (OPRHP) is seeking to retain one (1) professional design team in the field of Architectural Preservation to provide corresponding professional services on a term contracting basis for the Long Island and New York City State Parks Regions. Services to be Provided Specific projects have not yet been determined but may be assigned via this Contract on an as-needed basis and typically require the Architectural Preservation design team to provide project schematics (including project renderings), project design, phase studies, investigations, assessments, reports, and related services in support of the Capital program for facilities in the identified Parks Regions. The general types of projects are anticipated to include: Development of project schematics including project renderings Building condition assessments and other general assessments. Research/Investigations Historic Preservation Project design Phase studies Sustainability measures Compliance with environmental regulations Construction observation and/or on-site consultation. The successful bidder must have extensive Historic Preservation experience for entities other than OPRHP. The successful completion of projects in the following categories will be required in the evaluation of qualifications: National Historic Landmark or National Register of Historic Places projects with contract values of $500,000 or more. Save America's Treasures Grant projects. Projects reviewed under Section 106 of the National Historic Preservation Act of 1966 & Section 14.09 of the New York State Historic Preservation Act of 1980 NPS approved Part 3 applications certifying that the project meets the prescribed standards and is a certified rehabilitation for the purposes of the Federal Historic Preservation Tax Incentives Program. Submitted projects must demonstrate compliance with the National Park Service Secretary of the Interior's Standards for the Treatment of Historic Properties. The disciplines required to provide the professional design services for the projects to be undertaken utilizing this term agreement include but are not limited to: architecture, historic preservation, MEP, and other expertise to design improvements to the mechanical systems associated with a building, cost estimating and surveying functions in support of design. Estimate of Cost The total compensation over the term of the agreement shall not exceed $1,500,000 unless supplemented otherwise and approved by the Office of the State Comptroller (OSC). Contract Term The term of each awarded contract is sixty (60) months, unless supplemented otherwise, and commences upon contract approval by OSC. Work order assignments for specific professional services against each awarded contract shall be assigned for a period of three (3) years after the date of execution of the contract by OSC, with the final two (2) years being reserved for completion of work order assignments issued during the initial three (3) years of the agreement.
