General contractor information has not been determined. *The closed solicitation has been included below for reference: In order to assure compliance with the Federal Transit Administration and related requirements regarding competitive negotiation of professional services, the City of Columbus, Office of City Engineer is seeking Requests for Statements of Qualifications for the provision of engineering services relating to three (3) Tier 1 - Immediate Priority Projects from the 2023 Bicycle and Pedestrian Plan projects. The projects will be supported in part or in whole by the Federal Transit Administration Section 5307 funding transferred from the Federal Highway Administration by the Columbus Area Metropolitan Planning Organization to Columbus Transit. Description of Project/ Scope of Services: The Consultant shall provide services to prepare the following three projects for bidding. Project 1. Fairlawn Drive Sidewalks (Taylor Road to Par 3 Drive): Construction of a 1280 LF x 12' sidewalk. Project 2. Westenedge Drive (Rocky Ford Road to Parkside Drive): Construction of shared use path, 1300 LF x 36' side path resulting in a road diet to convert traffic and parking area to bicycle / pedestrian area. Project 3. 25th Street (from Fairlawn Drive to Talley Road): Construction of 14,600 LF x 12' shared use path. Services shall include (not limited to) the following for each of the three projects: 1) Kick-off meeting; 2) Topographical survey and/or field reconnaissance; 3) Utility research and coordination; 4) Design; 5) Field check; 6) Drainage review; 7) Environmental review (may be provided by city depending on the complexity. Selected firm's team should include qualifications for staff or sub LEGALS contractor to expediently handle if necessary.); 8) ADA compliance; 9) Cost estimates; 10) Specifications; 11) Preparation of bid documents (City to provide "front-end" documents); 12) City will provide distribution of bid documents; and 13) Consultant shall provide approximately 10 hours of construction observation per week. The City anticipates no additional right-of-way will be required for projects. The contract is to be contingent on the receipt of approved funding through FTA. Type of Contract Construction observation shall be paid on an hourly not-to-exceed basis. All other services shall be paid by lump sum contract for these services that is contingent on the final approval of grant funding. The awarded contract will have a not to exceed clause that will limit the allowable fees charged in connection with these services through close out. In addition, the prospective offer or agrees to comply with any and all applicable requirements issued by the FTA, DOT, DOJ, U.S. GSA, U.S. EEOC, U.S. FCC, and subsequent amendments thereto and any other non discrimination statute(s) that may apply to the Project. Based on the City of Columbus, ColumBUS Municipal Transit, Disadvantaged Business Enterprise Policy/Program as required by the U.S. Department of Transportation there is a .07% Disadvantaged Business Enterprise (DBE) goal for all projects funded by U.S. Department of Transportation. Rate of Proposals/Qualifications The proposal must include sufficient information regarding qualifications and determine that the architect/engineer is qualified and experienced in similar projects. Do not include a proposed fee with the proposal, as this is a qualification based selection process. The proposal should include the following: 1. A list of references. 2. Resumes of professional staff members that will work on this project. 3. Name of person to be in charge of project. 4. Description of scope of services as per Description of Project/Scope of Services. 5. A project timeline. The proposal shall also provide the following information: Name, title, address and telephone number of individuals with authority to negotiate and bind the proposer contractually, and who may be contacted during the period of proposal evaluation. Award of Contract Proposal Evaluation criteria shall include: 1. Specialized experience or technical expertise of the organization and its personnel in connection with the scope of services to be provided and complexity of the project. (30 pts) 2. Capacity of the organization to perform the work within time limitations, taking into consideration the current planned workload of the firm. (30 pts) 3. Past record of performance on contracts, including quality of work, timeliness and cost control. (25 pts) 4. Familiarity of the organization with this type of project or problems applicable to the project. The proposal must be submitted in writing in a sealed envelope labelled "2023 Bicycle & Pedestrian Projects - FTA Flex Funds". Statement of Qualifications received after this time will be returned unopened. Each Statement of Qualification will be reviewed for completeness and clarity according to the above criteria. Interviews will be scheduled as expeditiously as possible after the review and initial ranking is completed. The City of Columbus, Office of City Engineer, may or may not negotiate the fee schedule with one or more offer or. The city reserves the right to reject any and/or all responses.
