The Town of Columbia (Owner) is requesting Bids for the construction of the following Project: WATER SYSTEM IMPROVEMENTS REMOTE READ WATER METERS No Bidding Documents will be issued within 72 hours of the scheduled date and time of the Bid Opening. Bid security shall be furnished in accordance with the Instructions to Bidders. Bidders shall submit proof of qualifications to perform the Work as described in the Instructions to Bidders. All Bidders bidding in amounts exceeding that established by the State Licensing Board for General Contractors must be licensed under the provisions of Title 34, Chapter 8, Code of Alabama, 1975, and must show evidence of license before bidding or Bid will not be received or considered by the Owner. The Bidder shall show evidence by clearly displaying its current license number on the outside of the sealed envelope in which the Bid is delivered. The Owner reserves the right to reject any and all Bids and to waive technical errors if, in the Owner's judgment, the best interest of the Owner will thereby be promoted. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term "iron and steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials. he following waivers apply to this Contract: De Minimis, Minor Components, Pig Iron and Direct Reduced Iro The Project includes the following Work: labor, materials, equipment, supplies, and miscellaneous work items required to install Remote Read Water meters on all water services, new water services, and associated appurtenances with the Town of Columbia's Water System.
