Richmond Instruments and Systems Inc (RISI) is the sole developer of the custom built FCSOSs at NVFEL. Due to proprietary script and iTest software, only RISI can seamlessly perform the required upgrades. Therefore, this acquisition has been determined to be a sole source procurement in accordance with FAR 13.106.
