PURPOSE: The purpose of this Invitation for Bids (IFB) is to establish a contract with one or more qualified Contractor to provide Area of Rescue Assistance/Refuge Intercom System Preventative Maintenance, On-Call Repair and Emergency and Repair Services, Inspection, Replacement, Installation, Signage, and all related components, parts, and services for all six (6) Northern Virginia Community College (NVCC) campus locations. NVCC currently has Area of Rescue Assistance/Refuge Intercom Systems installed at four (4) campus locations: Alexandria, Annandale, Loudoun, and Springfield-Medical Education Campus. The Virginia Community College System's Shared Services Centre (VCCS_SSC) invites any qualified bidder to respond to this IFB by submitting a bid for such work, services, and items consistent with the terms and conditions herein set forth. The Virginia Community College System reserves the right to award to multiple bidders. There is no guarantee that any awarded contractor shall receive a request for product or services. Bidders shall not propose any questions to College staff during the site visit. All bid questions must be submitted to the Senior Contract Officer, Melissa Ryan. SCOPE OF WORK: The Contractor shall furnish all necessary transportation, labour, supervision, materials, tools, parts, equipment, rental equipment, supplies, incidental items, and all components to fully maintain and provide annual comprehensive preventative maintenance services, on call and emergency repair services, inspection, replacement, installation, signage and all related components and parts, training, support, upgrade projects, conversions and modernization of Area of Rescue Assistance/Refuge Intercom System. These activities are specified in the sections following this paragraph, and the services shall be performed in accordance with all terms, conditions, provisions, requirements, and specifications as set forth herein. All Bidders submitting bids shall be responsible for verifying existing site conditions and measurements at the work sites. See table below for building specific information for Area of Rescue/Refuge Intercom Systems currently. GENERAL REQUIREMENTS: 1. All components of the area of rescue assistance/refuge intercom systems are covered under this contract, including but not limited to signage, cables and wiring, outlet boxes, battery backup/power supply systems and components, annunciator panels, call stations, amplifiers, telephone diallers, strobe lighting, and other hardware and related equipment. 2. The successful bidder shall provide all necessary transportation, equipment, labor, supervision, materials, tools, parts, supplies, incidentals, and all other items required to fully maintain NVCC's area of rescue assistance/refuge intercom systems including, but not limited to: a. Maintenance and Preventative Maintenance Services Recommendations and Quotes b. Annual Preventative Maintenance and Inspection of Area of Rescue Assistance/Refuge Intercom Systems c. On-call and Emergency Services and Repairs d. Furnish and Install Area of Rescue Assistance/Refuge Intercom Systems and Replacement Parts e. Area of Rescue Assistance/Refuge Intercom Systems Testing and Evaluation f. Provide Training for Area of Rescue Assistance/Refuge Intercom Systems g. Provide Schematic Diagram of Existing Area of Rescue Assistance/Refuge Intercom Systems. 3. NVCC will not assume responsibility for any tools, equipment, or materials stored on NVCC's property. 4. The successful bidder may be requested to plan, design, furnish, and install area of rescue assistance/refuge intercom systems (complete in place and ready for full operation), if needed. If requested, successful bidder shall have experience in the planning, design, and installation of area of rescue assistance/refuge intercom systems and be regularly engaged in manufacturing and servicing equipment for installations of the type specified. After the installation of any area of rescue assistance/refuge intercom system, the Contractor shall provide the College with the schematic diagram of the system. 5. NVCC reserves the right to add or delete area of rescue assistance/refuge intercom systems during the period of the contract. Contract Modifications will be issued for any additions or deletions. 6. The successful bidder's personnel assigned to perform services on any of NVCC's area of rescue assistance/refuge intercom systems must have a minimum of three (3) years' experience performing maintenance, repairs, and/or installation on area of rescue assistance/refuge intercom systems. All electrical work shall be completed by an experienced, licensed electrician. Upon request, the successful bidder shall provide documentation of personnel license, certification, and/or experience. 7. All work performed under the contract shall be performed in accordance with all federal, state, and local codes, rules and regulations, manufacturers recommendations, including NFPA, ADA, and OSHA requirements in effect during the contract period. 8. The successful bidder shall not subcontract work secured by the contract to any other sole or corporate entity. All work shall be performed by the primary contract holder and their direct payroll personnel. 9. All provisions of all rules and regulations governing safety shall apply to all work under the contract. The successful bidder and the successful bidder's employees must follow all applicable requirements of the Virginia Occupational Safety and Health Standards for General Industry while performing any work required by the contractor. 10. The successful bidder shall provide name and telephone numbers for primary person(s) to contact to request quotes and services. 11. The successful bidder shall provide name and telephone numbers for primary contact for questions regarding invoicing and billing with authority to correct billing in a timely manner.
